Uncharacteristically for a bank, BankPlus decided four years ago to compete with payday lenders. Now it successfully offers a small-dollar loan product, with significantly better terms.

Not really micro-business, but worth the Scoop as this bank is flying in the face of the industry trend.  BankPlus' low dollar loans makes the case for 'technical assistance' as the borrower has to take a financial literacy course. And they become future customers.
