The inevitable result after a prolonged period of non-payment. I wonder whether anyone has thought to look for the reason for non-payment? If it is willful refusal to pay, then that is one matter. If it is an inability to pay because of other debt the person should be offered help with ALL their debt before this draconian measure is taken.

 

Being in debt is not an offence. Willful refusement should, IMO, attract  a community order rather than a custodial sentence, at least the community would be paying to fund something which achieves precisely nothing, and the results of the community work would be of benefit.
