The Perryman Group, a Texas-based economic analysis firm, prepared this report.

While the Medicaid program has its problems, declining to expand involves substantial losses. These include foregoing economic activity, reducing federal matching funds, raising costs for uncompensated care, and continuing the ongoing economic losses stemming from inadequate health care for about 1.5 million indigent Texans.
