Announced some time ago already. I will be carefully watching the first subscribing numbers.
Considering the reach of Youtube, this can be a game changer. 0,99$ per channel instead of 50$ for 99 channels (out of which only 10 interests you) ? Wait and see, eventhough I don't think the numbers will be that big. But this is just the first step.
