While India has lowered its regulatory standards for biosimilars to suit local industry, the desired export markets have yet to do so. However, the real roadblocks are still cost and complexity. The R&D cost is far more than what Indian pharma companies are used to, and the timelines are far longer before you start seeing some revenue. As a result, few (including India's stock market and investment community) have the appetite for such long-term investments.

The government is likely to commission a study soon to assess the impact of foreign direct investment in existing pharmaceutical companies in view of concerns expressed on the issue by a Parliamentary panel.

The last report by the Maira committee resulted in a recommendation that review of FDI proposals be left to CCI which was never implemented. FDI in pharma has been dropping in recent years due to less interest in the Indian pharma sector from abroad, which was the intent of the previous policy. Wonder if the intent of the report is to look for more ways to attract FDI or more restrictions?
