CALGARY — After getting council’s unanimous approval, the team building a new  central library plans to select an architect by September. Then, groundbreaking by next year, although many of the $245-million  project’s leaders hope the four-year construction timeline is a cautious  exaggeration. “I think that 2014 to 2018 is a pretty long time frame for people who are  really looking forward to having this new facility — which, I might add, will  have books in it,” Mayor Naheed Nenshi said Monday.
