Underfunding combined with a record number of inmates has led to overcrowding and understaffing at NSW prisons, a reduction in rehabilitation programs and a number of dangerous incidents — including a 40-hour lockdown of all prisoners at Goulburn jail — union representatives say.
Low staff numbers are also putting inmates and officers at risk as restless inmates are forced to sit in their cells for hours at a time during lockdowns. 
There are currently more than 10,000 inmates in prisons across the state.

Laws introduced into the Victorian State parliament earlier this month purportedly aim to address what the Victorian Attorney-General Robert Clark calls the current “appallingly inadequate” average sentences for a range of offences including murder, large scale drug trafficking, culpable driving and some sex offences. The new laws will change the way in which those convicted of these crimes are sentenced.

On December 3 last year, the Australian Bureau of Statistics put out a press release: for the first time, the number of adult Australians locked up when the bureau took its census on June 30 had exceeded 30,000. In fact, there were 30,775 people in prison last year and that figure doesn’t include psychiatric patients or juveniles. That's 5 per cent more prisoners than in 2012.
