Pay close attention here. This looks like it will raise some important issues about internal digital correspondence, archiving and privacy issues. Without any knowledge about this other than what I read here, it sounds like a process issue and the librarians are scapegoats.

Governor Orders $6 Million Cut in Court System Spending - Connecticut Law Tribune

The Judicial Branch will have its current fiscal year budget cut by $6 million as Gov. Dannel Malloy seeks to close a projected budget shortfall.
