Finland supported reading literacy by investing in libraries and teacher education with attention to training literacy educators and with a focus on the early years for all (including students with learning disabilities). Teachers shared new knowledge with each other improving outcomes. Finland also has a social justice approach to education. Teachers and education are viewed as important. Asian models promote competition, with lengthy hours of out-of-school study; the wealthy do well in this sort of system - not what we want to encourage here.
