The Atlantic charter was a document wasn't a treaty or anything like that, it was a document of an agreement. the agreement was between the U.S President Roosevelt & Great Britain's Prime Minister Chuchill. To make this agreement they meet somewhere over seas, where the battle of atlantic occurred. That's why it's call the atlantic charter. According to a secondary source the document contained “of certain common principles in the national policies of their respective countries on which they based their hopes for a better future for the world.” So basically it was a compromise between both countries whom have came to an understanding.
