The Atlantic charter was a document wasn't a treaty or anything like that, it was a document of an agreement. the agreement was between the U.S President Roosevelt & Great Britain's Prime Minister Chuchill. To make this agreement they meet somewhere over seas, where the battle of atlantic occurred. That's why it's call the atlantic charter. According to a secondary source the document contained “of certain common principles in the national policies of their respective countries on which they based their hopes for a better future for the world.” So basically it was a compromise between both countries whom have came to an understanding.

After World War I, which germany was blamed for Germany owed alot of money to alot countries. The United states wanted to help the british  but there was a couple of laws that would block the united states plans. Neutrality Act of 1939 allowed belligerents to purchase war materiel from the United States, but only on a “cash and carry” basis. Also the Johnson Act of 1934 also prohibited the extension of credit to countries that had not repaid U.S. loans made to them during World War I.
