The article outlines current political efforts that would prevent students from transferring to schools with more attractive athletic programs.  Legislatures in New Jersey are advocating for students who transfer to be required to remain enrolled  in the sports program at their previous school.   This seems ridiculous, but it is significant because it reveals what some lawmakers are focusing on when it comes to education reform.
