STIs have become a major problem since the early 1700s. Since then many cures has been found but rates for some STIs continues to rise substantially. African Americans are highest at risk but young people between the ages 14 to 24 holds the highest percentage of containing STIs and are more at risk.

With this law, people will be required to obtain a card, which will be entitled Clearance Card. With this clearance card, rates will dramatically decrease because people will be required to get tested bi-annually. Getting tested every six months will automatically renew your Clearance Card. The process to renew a clearance card is to go in for STI testing. If the person has any curable STI, they must be treated before their clearance card can be renewed. If they fail to renew their clearance card or get treated they will face penalties. If a person has any incurable STIs such as HIV/AIDS and Herpes the name of virus will be shown on the clearance card. This card will only identify a person as positive or negative for any incurable viruses/infections.
