Closer regional co-operation on digitalisation in both the public and private sectors will help to increase competitiveness and support European co-operation within the field,” says Norway’s Minister for Nordic Co-operation Frank Bakke-Jensen.
Hope they showcase a regional digital language infrastructure to underpin access for all to cooperation.
Law Bot (UK) has launched a new legal AI case law search engine, DenninX, in what is hoped will grow into a game changing application for legal research. The free application’s aim is to help lawyers and law students conduct legal research on English case law by making use of AI technology, such as natural language pre-processing and machine learning, something Bull states is missing from current search systems provided by the big legal publishers in the UK.
In 2016, Bing had a 20.5% share, which has now risen to 25% with 30 million unique searchers and 900 million monthly searches. Icelandic ranks among the weakest and least-supported language in terms of digital technology—along with Irish Gaelic, Latvian, Maltese and Lithuanian. Iceland's Ministry of Education estimates about 1 billion Icelandic krona, or $8.8 million, is needed for seed funding for an open-access database to help tech developers adapt Icelandic as a language option. Svandis Svavarsdottir, a member of Iceland's parliament for the Left-Green Movement, said the government should not be weighing costs when the nation's cultural heritage is at stake. "If we wait, it may already be too late," she said.
No, digitisation will open up new opportunities for Icelandic, not threaten it. The database is just a start...
Experts attending an international workshop on language are discussing machine translation to facilitate intercultural communication among Belt and Road countries (The Silk Road Economic Belt and the 21st-century Maritime Silk Road). The workshop has attracted scholars and officials from countries including Italy, Japan, Laos, Thailand and Vietnam.
New Silk Road language issues could compare to some aspects of the EU's multilingual DSM - big and "small" languages, commercial infrastructure, ambitious dimensions. But funding might be easier!
Aylin Caliskan of Princeton University’s Center for Information Technology Policy: “If AI is trained on human language, then it’s going to necessarily imbibe these biases, because it represents cultural facts and statistics about the world.” Essentially, if someone trains a machine to understand human language, then it’s going to pick up those inherent biases as well.
The Innovation Award has been made to Creative Virtual for V-Person™, virtual agent technology, and V-Portal™, a knowledge management platform. These technologies allow global enterprises to engage in 1:1 virtual conversations with customers in any language. "We moved away from the traditional perception of each language as an independent system, and began to take into account the kinship between them. In practice, this means that if we need to build a translation for a language where there isn't much data, we can use other, larger, related languages," Yandex Translate developer Anton Dvorkovich explains in a blog post.
US-based Veritone deciphers audio and visual data that can be used in evidence for court cases. It can transcribe audio and then analyse it for what is called ‘sentiment’, i.e. the ideas and emotions conveyed by certain speakers, who perhaps may be witnesses in a court case. The video analysis capability can identify certain faces of people, or even certain types of object, which also helps to support defendants and claimants during evidence analysis.
S-based bot platform Gupshup launched InterBot, a bot-to-bot communication platform to enable them transact, co-ordinate, compete, collaborate and negotiate with each other. Shopping bots can negotiate with merchant bots to find the best prices. A travel bot can book packages by combining the services of flight and hotel bots. A taxi bot can ask the café bot to have the coffee ready by the time the user’s taxi arrives.
Harvard Business Review on planning AI projects in comapnies. The cost of artificial intelligence talent is coming down as the supply of trained professionals increases. Just as the cost of building a mobile app went from $200,000–$300,000 in 2010 to less than $10,000 today with better development tools, standardization around few platforms (Android and iOS), and increased supply of mobile developers, similar price deflation in the cost of building AI-powered systems is coming. The implication is that there is no need for firms to frontload their hiring. Hiring slowly, yet consistently, over time and making use of marketplaces for machine learning software and infrastructure can help keep costs manageable.
The global market for voice recognition technologies was valued at $90.3 billion in 2015 and $104.4 billion in 2016, and it is expected to reach $184.9 billion in 2021, at a compound annual growth rate (CAGR) of 12.1 percent, according to a report from BCC Research. The consumer market is expected to grow from $54.4 billion in 2016 to $95.9 billion in 2021 at a CAGR of 12 percent. The enterprise market is expected to grow from $44 billion in 2016 to $79 billion at a CAGR of 12.4 percent.
Google says that the early beta testers have largely demonstrated one of two primary ‘use cases’: speech analytics and speech-based control of devices and apps. The speech analytics part is highlighted as one big use for the technology, with Google saying it can enable call centers, as one example, to gather insights from conversations that are taking place in real time.

Montreal-based Lyrebird’s new service. The company says its API will let you synthesize speech in anyone’s voice from just a minute-long recording – which means you could, for instance, generate a clip of President Trump declaring war on Canada.
A study by the Boston Consulting Group points out that many small export-oriented European Union member countries (Benelux, Baltic, and Nordic countries) rank well above the US in so-called “e-intensity,” which covers IT infrastructure, Internet access, as well as businesses, consumer, and government engagement in Internet-related activities. These “digital frontrunners” generate about 8% of their GDP from the Internet, compared to 5% in Europe’s Big Five (Germany, France, Italy, Spain, and the United Kingdom). Digitization is expected to generate between 1.6 million and 2.3 million more jobs than it eliminates in these countries between 2015 and 2020.

This week the Amsterdam District Court handed down its decision on a case of fan subtitling. it was bad news for the fansubbers. The Court rejected all of their claims and sided with BREIN on each count. The Court found that subtitles can only be created and distributed after permission has been obtained from copyright holders. Doing so outside these parameters amounts to copyright infringement.
Starting today, participants in the U.S. can submit ideas on how they would apply Watson to any storytelling medium, such as film and video, web content, gaming, augmented reality and virtual reality. IBM has worked with Tribeca to develop five use-case categories that can help guide the ideation process for submissions, including examples of cognitive solutions and how Watson APIs can be applied to their creation. Guiding categories include development, pre-production, production and post-production, audience experience and interaction, and marketing and distribution.

Ada (UK and German health tech startup) sees its official U.K. push today, and in doing so joins a number of other European startups attempting to market something akin to an AI-powered ‘doctor’. The company’s mobile offering bills itself as a “personal health companion and telemedicine app” and via a conversational interface is designed to help you work out what symptoms you have and offer you information on what might be the cause. If needed, it then offers you a follow up remote consultation with a real doctor over text.
IBM & HARMAN voice-controlled product. For example, when an employee enters a conference room they can start a video conference, launch a presentation and more using their voice. In the future, these tasks will be executed automatically based on what the system has learned about the employee based on previous meetings. The system gets smarter about the person and their preferences over time.
The European Parliament's Science and Technology Options Assessment office (STOA) recently published a study concerning the role of technology in achieving European “language equality in the digital age.” It claims that more than twenty European languages are in danger of “digital extinction,” and that the language technology (LT) programme that might save them is “not properly represented in the agenda of European policy makers.” But this study's view of LT research & innovation is unsustainable.
