This research proposes to include public service quality in the evaluation of the public performance. A conceptualization and measure of Public Services Quality (PSQ) is proposed. The empirical study is based on a sample of 251 citizens of a middle size city. The PSQ model combines the dimensions developed in SERVQUAL and the specificities of the public sector.
