E é aí que a porca torce o rabo… Antes de embarcar para Dubai, o ministro Paulo Bernardo chegou a dizer, em entrevista ao jornal Estado de São Paulo, que o Brasil não levaria a proposta para que a governança  da Internet passasse para a UIT. Mas, ao assinar o tratado, reconhecendo a relevância da resolução que dá carta branca para que a entidade continue a manter discussões sobre a política de internet em outros fóruns, praticamente a delegação barsileira apoiou, sem questionar, a intenção da UIT de ampliar o poder dos governos sobre a governança da Internet.
