Only 25,000? It seems a bit on the low side, but then not all US states have the same legislation. However, the US situation reminds us that the same problem arises every day in ID situations the world over; voting is just one of them. Few governments seem to worry about minorities being disenfranchised. They should. Minorities add up very quickly.
