This old news from 2012 could not make any advances due to the TDM nature of the cross connect facility. The market needs fluid, packet exchange(s) and TDM exchanges will not fly. Fully open, public exchanges are needed in Pakistan in at least the major cities of Pakistan.

High Transit Bandwidth Costs bugging Grass root Operators

A popular grass root cable operator has been popping up again on the screen of corporate back-stages for a potential sell-off. Great network, great customer count and lean management but all this great stuff is not enough to keep the original operator the network interested in the game.
Tariq Mustafa's insight:
The high IP transit costs that go out in foreign exchange and on a monthly basis makes such nice networks un-sustainable as in the above case. IPX, when in place, fundamentally start easing the IPT costs by making more and more contents available locally thereby making such networks more financially viable and feasible.

As the broadband speeds climb up (in general), the pressure on the international IP bandwidth will mount in the absence of local IXs. Most of the traffic will come from outside Pakistan costing the country precious foreign exchange. IX can help foster local content engagement that results in better experience and costs low too.
