A/Prof Jon Willis's insight:
The problem with this analysis is that it assumes that racism doesn't exist and that the inequities in the application of assessments, decisions, reviews, etc are not systematic. As with crime statistics, all other things being equal, an Indigenous child is more likely to come to the attention of child protection officials, an Indigenous family more likely to be the subject of a negative appraisal once noticed, and a child more likely to be removed on the basis of a negative appraisal than a non-Indigenous child with the same level of risk. Over-representation of Indigenous children in the child-protection system is an artefact of systemic racism; and poverty is more stringently policed and punished with its victims are Aboriginal than when they are not.
