Few would argue against the need for policymakers to listen to people’s views when it comes to the good management of natural resources. Indeed, if there is one thing that has been stressed from the countless global experiences of mismanagement, it is the need to involve citizens in decision-making processes.   Consequently, the publishing of data is a key agenda for multilateral agencies as well as NGOs. Access to information, including contracts and sharing agreements, is considered best practice. The direct distribution of some of the cash revenues from natural resources to citizens is also often recommended as a means to fight poverty more effectively and increase accountability of decision-makers and politicians. These are good principles based on participatory processes that form the backbone of democracy. It is close to 18 months since massive reserves of natural gas were found in the south of Tanzania. Two industry giants (British Gas and Statoil) have already arrived in the country. The authorities, with the support of development partners, are busy trying to get all the right measures in place so Tanzania doesn’t suffer the well-known ‘natural resource curse’.   But does anyone know what Tanzanians really want and expect in terms of management of natural resources?

But, what was perhaps most exciting for us, as ‘users’ of IATI data, was that the Democratic Republic of Congo (DRC) became the first country to use IATI as a system to manage the inflow of aid information coming from its development partners into their aid management unit in the Ministry of Planning. IATI data from the UK’s Department of International Development (DfID), The Global Fund and GAVI (the Global Alliance for Vaccines and Immunisation) is now being exchanged automatically.

De uitgaven voor Belgische ontwikkelingshulp zijn in 2011 zowel gestegen als gedaald ten opzichte van 2010. Dat blijkt uit het jaarrapport 2011 van 11.11.11 dat vandaag verspreid wordt. Gemeten volgens de 11.11.11-definitie van 'echte' hulp zijn de uitgaven in 2011 zeer licht gestegen, met 50 miljoen euro. Gemeten volgens de internationale criteria van de OESO echter behoort België tot een van de sterkste dalers in Europa. In deze officiële cijfers deden enkel Spanje, Griekenland en Oostenrijk het slechter.

Amartya Sen wil betere informatie voor iedereen

Amartya Sen is tachtig en kreeg in 1998 de Nobelprijs voor Economie. Zijn bijdrage aan het mondiale debat is echter niet beperkt tot zijn vakgebied. Sen publiceerde zowel over ontwikkeling, identiteit, cultuur, rechtvaardigheid als India in al zijn aspecten.

In het interview dat vorige week in het vernieuwde MO* verscheen, toont Amartya Sen zich een vurig pleitbezorger van een goed geïnformeerd publiek debat als fundament voor openbaar beleid. En daarvoor ziet hij een cruciale rol weggelegd voor de media, die ervoor moeten zorgen dat er een redelijk en goed onderbouwd publiek debat over relevante onderwerpen mogelijk is en ook echt plaatsvindt.
