La matinée est fraîche, et alors que les nuages enlacent la vallée dans une froide étreinte, la ville s'éveille.... Comme à l'habitude, aboiements et gazouillements marquent le début de la journée. Dans un champ tout proche, la cueillette des grenadilles (espèce de fruits de la passion doux) et courges a déjà commencé. 

                                                                                     

Après 6 mois passés à Lima, le dépaysement ne pouvait être plus complet. Plus d'alarmes de voiture se déclenchant à tout instant, de bolides hurlant dans les rues ni de tintamarre d'ouvriers dans un immeuble voisin en construction... C'est un jour comme les autres à Oxapampa ! C'est ici qu'est installée une équipe régionale du projet PRODERN dont je fais maintenant partie.

Aid has declined by 2.4% in 2011 and will continue its downward trend. Meanwhile, the share of the world’s poor found in fragile states is set to rise to a half by 2018; of the seven countries that are unlikely to meet a single MDG, six are fragile.

The report reveals that aid remains the largest source of development finance for fragile least-developed countries, while remittances from migrants have outpaced aid in other fragile states. Those transfers could be used better to finance development; this report provides insights on how to do this.

The report also finds that fragile states still only collect 14% of their GDP in taxes on average, well below the 20% UN benchmark viewed as the minimum needed to meet development goals. Yet a mere 0.07% of official development assistance (ODA) to fragile states is directed towards building accountable tax systems. The report therefore asks how donors can use their aid to support fragile states in mobilising more domestic revenue, and provides many recent country examples.

Au chevet des déchirures maliennes - Le Monde diplomatique

Le Groupe de recherche et d’information sur la paix et la sécurité (GRIP) propose des clés pour comprendre la situation au Mali. Les chercheurs réunis par le laboratoire belge disposent tous d’une expérience de terrain. Au-delà des causes immédiates de la guerre qui a coupé le pays en deux (erreurs commises par l’ancien président Amadou Toumani Touré, corruption généralisée, etc.), tous replacent les événements dans le contexte de la géopolitique du Sahel (1), dans lequel le pays est enclavé. La région est devenue la plaque tournante des trafics les plus divers (drogues, armes) face à des Etats affaiblis par l’échec des politiques de développement et par les thérapies de choc des institutions financières internationales. Pour survivre ou trouver des débouchés politiques, des mouvements culturels ou sociaux ont petit à petit flirté avec la criminalité et le terrorisme. C’est le cas de certains groupes touaregs dans le nord du Mali. La région est en outre le théâtre de mouvements migratoires, souvent clandestins, en direction de la Méditerranée.

By 2015, half of the world’s poor (those that live on less than US $1.25 a day) will be living infragile states.  Fragile states experience high levels of conflict, inequality, and poverty and have become a serious security and development concern for the international community.  Decreasing poverty is a difficult challenge in any environment- but it becomes especially problematic in fragile states, partly because these states are particularly susceptible to corruption.

Terrain de jeu des puissances régionales comme elle le fut des puissances coloniales, pays à l’indice de développement humain (IDH) le plus faible du monde malgré ses innombrables ressources, la RDC se trouve une fois encore au cœur d’une crise violente à l’issue incertaine. Alors que le conflit aurait fait entre trois et dix millions de morts depuis 1997, les événements en cours depuis le mois de mai ont provoqué la fuite de plus de cinq cent mille réfugiés et une « épidémie de viols », selon Médecins du monde. Depuis le mois d’août, les violences ethniques resurgissent tandis que trois sommets de la CIRGL se sont succédé sans aucune avancée, les protagonistes ne semblant avoir, encore et toujours, qu’un seul point d’accord : le désintérêt le plus total pour le destin des populations.

Dhlakama back in the bush SINCE Mozambique emerged from civil war two decades ago, it has made enormous strides. Though still poor, its income per head has tripled. It has one of the world’s fastest-growing economies. It is a darling of aid donors. And its coal and offshore gas reserves have lured pots of foreign investment. So when Renamo, a group led by former guerrillas-turned-politicians who signed a peace accord in 1992, declared on October 21st that “peace is over”, alarm bells jangled. A spate of kidnappings has added to anxieties about security. Rio Tinto, a London-based mining firm, said on November 1st that it was pulling out its expatriate workers’ families.

UNDER fierce pressure from Western governments, especially France, which led the dispatch of troops to Mali in January to prevent assorted jihadists from taking over the country, a presidential election was finally settled on August 12th—with mercifully little rancour. Soumaïla Cissé, a former finance minister, conceded defeat to Ibrahim Boubacar Keïta, a former prime minister, in a run-off. After IBK, as he is widely known, had won the first round two weeks earlier by 40% to 20%, 22 of the other 25 candidates in the race pledged to back him.

AFRICAN economies are rising steadily, but in the Democratic Republic of Congo life for many is as bad as ever. Armed men rape and plunder with impunity. Rebel groups terrorise vast stretches of land rich in minerals and agricultural potential. Millions have died as a result. And for years the outside world has done little more than shrug. Its main effort—a 14-year-old UN peacekeeping mission—has failed to end “Africa’s world war”, which started as an ethnic conflict sparked by the genocide next door in Rwanda before descending into murderous anarchy farther afield.
