Tant l’Union européenne que la Belgique persistent et signent : il faut continuer à soutenir le Congo et malgré les incertitudes de l’heure, maintenir l’aide, garder le cap d’un soutien lucide.C’est en tout cas ce que le commissaire européen Andris Pielbag a expliqué au président Kabila qui a reçu la délégation « belgo européenne » durant près d’une heure et demie mercredi matin : en 2014 seulement, l’Europe consacrera 620 millions d’euros à la rénovation des infrastructures, aux secteurs de la santé, de l’agriculture, de la sécurité mais aussi à la préparation du prochain cycle électoral.

La Coopération Technique Belge (CTB) a été, en 2000, l'un des cinq membres fondateurs du réseau européen de mise en place des agences de développement (European Network of Implementing Development Agencies). Depuis lors, l'EUNIDA, créé comme GEIE, est devenu le réseau EU regroupant les ressources, l'expertise et les capacités d'implémentation des États membres européens. A ce jour, l'EUNIDA représente un total de 14 États membres européens; il a conçu et mis en place des programmes de développement de capacité au profit de la Commission européenne dans des domaines politiques sensibles tels que : la réforme du secteur de la sécurité, la réforme du secteur public, la santé et l'éducation, l'immigration et le développement de la société civile.

The Danish government is launching a new political initiative ‘Opportunity Africa’ in order to boost Denmark’s presence in Africa. Opportunity Africa combines foreign policy, development co-operation as well as trade and investment. The initiative supports an inclusive and green economic growth in Africa.

Despite the positive economic development the past decade in African countries, they still face risks and challenges that could undermine or even reverse their achievements. These risks include extreme poverty, inequality, fragile states and defining the right type of governance to ensure sustainable exploitation of natural resources.

Sweden delivered USD 5.24 billion in official development assistance (ODA) last year, or 0.99% of its gross national income (GNI). It is the second most generous member of the OECD’s Development Assistance Committee (DAC), which groups the world’s major donors, when ODA is measured on a GNI basis. The DAC commends Sweden for budgeting to reach its 1% ODA/GNI target each year since its last peer review in a climate of global financial crisis.

Many EU countries have raised their voices against maintaining development aid for Uganda after the government tightened its repressive legislation against homosexuality despite warnings from the international community, EurActiv France reports.

Yoweri Museveni, the president of Uganda, signed an anti-homosexuality bill on 24 February that introduces an “aggravated homosexuality” offence punishable by life imprisonment.

The “offence” is targeted in particular towards “recidivist” homosexuals and HIV-infected persons. The new legislation also makes the “reporting of homosexuals” mandatory.

The European Union is planning to roll out a series of “flagship” initiatives in the coming years to tackle cross-cutting global development challenges. Funding for smaller, less sustainable projects may decrease as a result, officials tell Devex in an exclusive look at the ongoing negotiations.

 

An initial set of flagships is expected to be finalized sometime next year by the European Commission’s Directorate General for Development Cooperation in consultation with members of the European Parliament and other EU departments. Implementation will fall under the regional bloc’s new financial framework, which was finalized last week and spans the years 2014 to 2020.

mmense tragédie que celle survenue le 3 octobre 2013 à Lampedusa, petite île italienne d’à peine 6000 habitants, avec le naufrage d’un bateau transportant un demi-millier d’Africains à la recherche de l’Eldorado européen. Comme la plupart d’entre nous, je ne connaissais pas ces pauvres gens. Mis à part ce qui suit de leur histoire.

Les "naufragés de Lampedusa" ont pris une initiative que beaucoup qualifieraient "d’insensée". Ils ont traduit en actes leur désir et projet de quitter leur terre africaine peu propice à leur épanouissement. Ils se sont organisés pour ce faire. Ils ont planifié. Ils ont épargné de l’argent. Ils ont pris les risques les plus fous. Ils ont, au milieu d’eaux froides et tumultueuses, fait preuve d’un courage physique dont peu d’entre nous seraient capables. Ils ont, le long de circuits tout autant inconnus, obscurs et dangereux, vécu des nuits entières sans sommeil.

The European Union (EU) is the biggest aid provider in the world: donating US$60 billion in 2012 (more than half of the global total). Aid managed by the European Commission accounted for as much as $18 billion in 2012.  However, the European Parliament, on the one hand, and the European Commission and the Member States, on the other, are in disagreement over the rules on aid spending which is threatening to derail EU aid disbursements. And there is very little time left to solve the problem. This means that there is a real risk that, in 2014, spending by the EU institutions may crash.
