Research has shown that most city dwellers in the sub-urban and slum areas give little emphasis on sanitation and hygiene.

The report comes as the rest of the world honoured the World Toilet Day yesterday and talks of hygiene were widespread while slum residents in the country went about ‘business as usual’ in unsanitary roofless latrines with gaping stench filled holes instead of water closets (WC).

At the event to mark the World Toilet Day in Kinondoni Municipality, the Communication Officer with the Belgium Development Agency (BTC) Tanzania, Stephanie Cols, said:
“In unplanned settlements of Dar es Salaam, most latrines are of sub-standard nature, the majority being unroofed structures. Moreover, people give little emphasis to sanitation and hygiene.”

That is the goal President Obama included in his SOTU in 2013, President Kim recently announced as the World Bank's key objective, and that USAID Administrator Raj Shah will discuss Thursday in a much-anticipated speech at the Brookings Institution.

Reaching the goal requires reaching the right places, where most of the world’s poor people live. In those places, it turns out that official aid is playing a small role.

The idea that revenue authorities are central to building viable and accountable democracies is gaining greater traction in sub-Saharan Africa. Governments are recognising that the provision of social services and infrastructure developments will increasingly have to be financed with revenue from domestic sources. In many countries, however, revenue authorities must be re-built, and from scratch. Funding such endeavours is a complicated and expensive affair, often involving multiple donors. Below, Kieran Holmes, Commissioner General of the Office Burundais des Recettes - or Burundi Revenue Authority - explains how the organisation is funded and its priorities in the coming years.
Most of the funds that the OBR receives from donor organisations are channelled through TMEA. The TMEA Burundi programme started in 2010 and runs until 2016. It has a budget of US$50m, of which 40% is allocated to the OBR. Its principal sponsors are DFID and the Belgian government (Directorate General for Development Cooperation - DGD). The latter has announced that it plans to provide direct assistance to the OBR from 2014 through the Belgian Development Agency (BTC).

The way the food system is currently managed will have to undergo a major overhaul to allow for sufficient improvements in nutrion to be achieved – concluded the meeting in advance of the Second International Conference on Nutrition (ICN2) next year.

On a conceptual level five recommendations were built prior to and reaffirmed by the meeting:

Tackling the ‘MICs traps’: a role for development cooperation in middle-income countries?

“As some studies reveal, up to two-thirds of the world’s poorest people now live not in low-income countries (LICs), as in the past, but in middle-income countries (MICS). As a result, some analysts are asking whether international aid should be focused on poor people (wherever they live) rather than on poor countries. However, this approach could present problems: the allocation of aid must consider a country’s capacity to tackle its own problems. The purpose of aid is to complement and encourage the development capacities of recipient countries, not to substitute for them.But how can we best estimate these capacities? One measure could be, as a minimum, to transfer the income that the fifth quintile (the richest people) in each country would have to pay to lift that country’s poorest people above the poverty line. My own estimates of this ratio show huge differences. In upper MICs, for example, the average transfer needed to raise the poor to above the $2 per day poverty line approaches just 0.28% of the fifth quintile’s income. This ratio climbs to 5.32% in lower MICs, and as high as 56.8% in LICs.”

Justine Greening has hinted that the Government may look at reducing aid funding for countries that are not properly collecting taxes.

Ms Greening was being questioned repeatedly about the UK's £500 million aid budget for Pakistan, which has one of the lowest tax collection rates in the world.

For the second year in row, the winner of the Commitment to Development Index (CDI) is Denmark. (Tillykke!) Denmark does not have the highest score in any individual component, but it has the most consistently development-friendly policies across the board. Its Scandinavian neighbors, Sweden and Norway, are second and third respectively. The G-7 country with the most pro-development policies is the UK, in seventh place.
