The Rural Development Programme of the North of Ecuador (PdRN) is coming to an end in 2015. At the beginning of 2014 a knowledge-building process was started to document its experiences. To tell the whole story of the PdRN - which started its activities in 2008 and intervened in five provinces through 88 projects - four topics were selected: the management model of the programme, the role of the social organizations linked to the PdRN projects, the relation of the programme with the Local Autonomous Governments and the experiences of the organizations in the field.

Peter van de Pol, a policy adviser for capacity development at the United Nations Development Program, works on foresight with public institutions. Foresight means imagining different futures, reflecting that change is happening constantly and the future is not a given. Traditional planning strategies, meanwhile, predict the future based on past events. “There are lots of unexpected things happening,” van de Pol told Devex. “Opportunities are popping up everywhere and the state apparatus is usually not very good to respond to that, to adapt to that.”

The 2014 ATI results follow the trends observed in previous years. A lead group of organisations are making significant and continuous improvements to the information they publish on their current aid activities – and many others have taken steps towards improving their publication in 2014 – but the majority have not made significant progress and continue to lag behind. The top ranking agency is the United Nations Development Programme (91%), followed by 2012’s top performer the UK Department for International Development (88%), and the Millennium Challenge Corporation (87%), which held the number one position in 2013. As in 2013, China takes the last place. The average score for all organisations still sits disappointingly low at 39%, and there is an increasing gap emerging between the organisations at the top and those at the bottom of the ranking.
