It will soon be nearly four years since then San Francisco mayor, Gavin Newsom visited Twitter headquarters. He told Biz Stone (one of the Twitter founders) about how someone from the city had sent him a Twitter message about a pothole. A discussion about "how we can get Twitter to be involved in advancing, streamlining, and supporting the governance of cities," led to the creation of @SF311 on Twitter that would allow live reporting by citizens of service needs, feedback, and other communication.

Limits is about why change doesn’t happen, and how it could. It synthesizes the ‘groundswell’ of disquiet about the failure of the governance and institutional reforms that have been promoted for many years now by aid agencies like the World Bank. And it’s not just a whinge – there are plenty of ideas for how aid agencies can do better. The book is particularly useful for those working on fragile states – lots of the positive examples (as well as some failures) come from Afghanistan, Ivory Coast and elsewhere, although there is a bit of ‘why can’t everywhere be more like Rwanda?’ in there too.

People's ability to claim their rights is hampered by poorly governed or weak institutions. On the UN's Human Rights Day, we're launching a new tool to help practitioners to plan programmes that put governance considerations at their core. The Right to be Heard Framework: Learning Companion is intended to support Oxfam staff and partners in choosing where and how to build programmes that directly or indirectly address issues of governance.

CHANNELLING development aid directly to local decision-makers sounds like a good plan. Empowering local groups like community clubs and school boards means decisions can reflect actual needs on the ground. It should mean fewer bureaucratic hands in the pot, too. But a new report by two World Bank economists warns against relying on decisions made at the most local level of government. Entrenched elites, bribery and fraud are as much of a problem in village life as they are in big emerging-market bureaucracies.

Aid donors and the international community began to promote their vision of ‘good governance’ with self-assurance. That vision did not exactly fit into a ‘one size fits all’ formula. But the core elements were always liberal democratic. Better governance would follow when states became more democratic, more accountable, more transparent, and more bound by the rule of law.
