La Coopération technique belge (CTB) a apprêté 10 millions d’euros (10 844 000 dollars américains) pour la redynamisation de l’enseignement technique et la formation professionnelle dans le district de la Tshopo (Province Orientale). En prévision du lancement prochain des activités du projet Edut, un programme d’appui à ces filières, la CTB a organisé du 4 au 6 mars, un atelier de réflexion sur la qualité de l’enseignement professionnel dans les écoles de la Tshopo. Selon les organisateurs, ce projet est le fruit de l’accord de partenariat entre la RDC et le royaume de Belgique. Il est question notamment d’étudier des voies et moyens d’intéresser les jeunes à embrasser les filières techniques et la formation professionnelle porteuse d’emploi. Ce projet va s’étaler sur quatre ans. Il vise la création des cadres moyens préparés pour participer à l’émergence du pays.

Development aid flows were stable in 2014, after hitting an all-time high in 2013, but aid to the poorest countries continued to fall, according to official data collected by the OECD Development Assistance Committee (DAC).

 

Net official development assistance (ODA) from DAC members totalled USD 135.2 billion, level with a record USD 135.1 billion in 2013, though marking a 0.5% decline in real terms. Net ODA as a share of gross national income was 0.29%, also on a par with 2013.  ODA has increased by 66% in real terms since 2000, when the Millennium Development Goals were agreed.

I worry that, on one hand, we know that the aid industry needs urgent reforms and, on the other hand, that the political space to make the case for aid is shrinking — and so is the opportunity to rethink the way aid works.

The terrain for seriously rethinking global development and how aid can realistically contribute to it has never been more fertile. The world has changed: Western economies are increasingly less relevant and their aid dollars cannot deliver the transformative change needed, nor buy them much influence on the global stage.
