People's ability to claim their rights is hampered by poorly governed or weak institutions. On the UN's Human Rights Day, we're launching a new tool to help practitioners to plan programmes that put governance considerations at their core. The Right to be Heard Framework: Learning Companion is intended to support Oxfam staff and partners in choosing where and how to build programmes that directly or indirectly address issues of governance.

The two countries must work out a detailed action plan. All cooperation projects and agreements between the two sides must be developed, including a 60 million euro Belgian aid package aimed at helping Vietnam achieve improvements in the fields of water, environmental health and state management, focusing on three provinces: Ninh Thuan, Binh Thuan and Ha Tinh.

S’inscrire et venir à l’école tout au long de l’année scolaire est une condition nécessaire mais malheureusement non suffisante dans de nombreux pays en développement dans lesquels la CTB travaille pour garantir la maitrise des apprentissages fondamentaux en fin de primaire que sont la lecture, l’écriture et le calcul. Or l’école n’est pas une garderie mais d’abord un lieu où on apprend. Cette exigence de qualité a pourtant été passée au second plan les années précédant la déclaration des objectifs du millénaire pour le développement où la priorité portait sur l’accès universel et les performances de l’éducation de base étaient évaluées à l’aune des seuls indicateurs de participation, de parité et d’achèvement d’un cycle.

Last week I attended a seminar in Bangkok on ‘active citizenship’ in Asia, part of an ‘Asia Development Dialogue’ organized by Oxfam, Chulalongkorn University and the Lee Kuan Yew School of Public Policy and supported by the Rockefeller Foundation. It brought together a diverse group of local mayors, human rights activists and academics, and discussed a series of case studies.

Ninh Binh Province was hit by severe flooding two weeks ago, like many other regions in Vietnam. It was yet another sharp reminder that Vietnam will increasingly be facing the effects of climate change....One strong message coming out of the World Bank report “Inclusive Green Growth: The Pathway to Sustainable development” is that developing countries need to implement inclusive green growth quickly in order to avoid being locked into unsustainable and irreversible pathways that will be very costly, if not impossible, to reverse.

Le phénomène de la corruption pose des défis au secteur de l’éducation comme à d’autres sphères de l’économie et de la société au Vietnam. Sur le plan international, l’indice 2012 de perception de la corruption dans le secteur public qui classe 176 pays sur une échelle allant de 0 (très corrompu) à 100 (très propre) relègue le Vietnam au 123ème rang avec une note de 31.

The Poverty Paradox - Institute for Security and Develomment Policy

Poverty alleviation is the cornerstone and mission of the development community. Yet perhaps the community’s focus on low-income countries (LICs) has skewed a healthy and accurate evaluation of the effectiveness of its interventions. A careful analysis of the current data indicates that the majority of poverty is found within middle-income countries (MICs) and not in the LICs. Seemingly unaware of this, the policy of the development community is still aiming at promoting LICs to become MICs. Once having become a MIC, it is assumed that poverty reduction will be accommodated largely by the national growth policies, supported by non-grant funds, international financial institutions (IFIs) and the global financial market.

All that remain of Vietnam's plan to build a major deep-water port are 114 exposed pilings trailing into the South China Sea and a barge full of rusty machinery.

The abandoned port in southern Vietnam stands as a symbol of the inefficiency of the country's Communist rulers and the need to reform a massive web of state-owned enterprises weighing down a once-booming economy.
