On the UN's Human Rights Day, we're launching a new tool to help practitioners to plan programmes that put governance considerations at their core. The Right to be Heard Framework: Learning Companion is intended to support Oxfam staff and partners in choosing where and how to build programmes that directly or indirectly address issues of governance.

A Bujumbura, ce jeudi 13 novembre 2014, le Burundi et la Belgique ont signé une convention concernant la phase de consolidation du Programme d’Appui Institutionnel aux Secteurs de la Santé (Paiss) pour une valeur d’environ 2,2 millions EUR, soit près de 4,3 Milliards BIF
C’est le gouvernement du Burundi, aidé par l’agence belge au développement (CTB) au Burundi, qui seront sollicitée pour la mise en œuvre.
Le Burundi s’est donné pour objectif d’arriver à reformer institutionnellement le secteur de la santé

Does time yield more effective institutional reform in development? - The Limits of Institutional Reform in Development | International aid trends from a Belgian perspective | Scoop.it

My research posits that institutional reforms are limited in development. These reforms lead to better laws that are not properly implemented, better looking budgets that are not executed, and more capable central agencies that make new rules but persistently weak deconcentrated agencies that have to live by and implement the new rules.

Some colleagues have suggested that these limits should decrease with time, given that institutional reform takes time and we need to allow countries time to make the new institutions they are adopting work. This sounds more than reasonable, given that everything we know about institutional change tells us that new rules of the game take a long time to emerge.

Researchers say conflict and climate change mean the region’s resources will be unable to sustain the increasing population. 

The Sahel’s ability to produce food is not keeping pace with its growing population, and global warming will only exacerbate the imbalance, according to a new study.

Among the 22 countries making up the arid region in northern Africa, the population grew to 471 million in 2010 from 367 million in 2000, a jump of nearly 30%. As the population grew rapidly, the production of crops remained essentially unchanged, said researchers from Lund University in Sweden.

Een van de zaken die hen zorgen baart is de concentratie van de Belgische ontwikkelingssamenwerking op fragiele staten en post-conflictzones. Over de middeninkomenslanden wordt in het regeerakkoord met geen woord gerept. Nochtans leeft de meerderheid armen in deze landen, en is de ongelijkheid er enorm.

Vice-premier en minister van Ontwikkelingssamenwerking Alexander De Croo stelde vanmorgen (dinsdag 18 november) zijn visie op ontwikkelingssamenwerking voor. Hij wil de komende jaren stevig aan de boom schudden, maar belooft wel dat de besparingen voorlopig niet aan de financiering van de niet-gouvernementele organisaties zullen raken. Vanaf 2017 moet de ontwikkelingssamenwerking wel op een heel andere leest geschoeid zijn. MO* sprak met De Croo in de aanloop naar zijn parlementaire hearing.
