Luxembourg allocated 0.97% of its gross national income, or USD 413 million, to official development assistance in 2011.“Luxembourg is the Development Assistance Committee’ s third most generous donor as a portion of its economy – after Sweden and Norway – and it has a high quality programme” says Brian Atwood, Chair of the DAC. “We commend Luxembourg’s commitment to keeping its ODA at 1% of GNI until 2014”.

A new scientific report commissioned by the World Bank explores the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, coastal ecosystems and cities across Sub-Saharan Africa, South Asia and South East Asia.

It describes the risks to agriculture and livelihood security in Sub-Saharan Africa; the rise in sea-level, loss of coral reefs and devastation to coastal areas likely in South East Asia; and the fluctuating water resources in South Asia.

Turn Down the Heat warns that poor communities will be the most vulnerable to climate change.

En 1992, à l’occasion d’un séminaire sur la maîtrise d’ouvrage organisé à Cotonou par la coopération française au profit des divers acteurs de projets de la sous-région, un expert foncier, un peu provocateur, nous annonçât que la maîtrise d’ouvrage se résumait en fait à 4 principes.

Un maître d'ouvrage peut en effet faire soi-même, faire-faire par d'autres, laisser-faire les choses, et même éventuellement décider de ne-pas-faire... Certains étaient profondément choqués par ce résumé provocateur, mais quand on analyse les diverses approches de cette maîtrise d’ouvrage, on est bien dans cette situation.

In 2012 beleefde het budget ontwikkelingssamenwerking de grootste snoei in jaren: in totaal werd 420 miljoen euro geschrapt. Ondanks de groter wordende noden in ontwikkelingslanden als gevolg van globalisering, stijgende voedselprijzen en de klimaatsverandering. In haar rapport duidt 11.11.11 de besparingen en onderzocht ook het waarom. De Belgische ontwikkelingssamenwerking, zo blijkt, creëerde zelf verschillende flessenhalzen, waardoor er op het eind van het jaar bestedingsdruk ontstaat maar ook mogelijkheid tot besparen. 11.11.11 wil af van dit 'kwetsbaar' budget en stelt een overbruggingsfonds én een dringende aanpak van de knelpunten voor.

Similar changes are happening in the international civil space, and organizations working there need to think more systematically about what these changes mean.

The Millennium Challenge Corporation (MCC) is a relative newcomer in the development sector. It was launched in 2004 under the Bush presidency. But the agency has used its late comer advantage wisely. It has benefited from the lessons learnt from 50 years of trial and error in the field of development, and identified transparency as a key area where there is capacity to do better.

AFRICAN economies are rising steadily, but in the Democratic Republic of Congo life for many is as bad as ever. Armed men rape and plunder with impunity. Rebel groups terrorise vast stretches of land rich in minerals and agricultural potential. Millions have died as a result. And for years the outside world has done little more than shrug. Its main effort—a 14-year-old UN peacekeeping mission—has failed to end “Africa’s world war”, which started as an ethnic conflict sparked by the genocide next door in Rwanda before descending into murderous anarchy farther afield.

The majority of the world’s poor, by income poverty and multi-dimensional poverty, now live in countries officially classified by the World Bank as middle-income countries. Of course nothing happens when a country crosses a (somewhat) arbitrary threshold in per capita income but it does matter to traditional OECD donors because not only are those thresholds used in numerous and various ways, the crossing of that arbitrary line is viewed as cause enough for some donors to at least consider ending aid.

Le président Kagame et le ministre Labille apaisent les relations Rwanda Belgique - blog de Colette Braeckman

Au-delà des chiffres, tous les interlocuteurs du ministre, sans exception, se sont félicités de la qualité de l’aide belge. Jeudi matin, faisant visiter un centre de santé, un marché regorgeant de fruits et légumes rutilants, une « école aux champs » où les  paysans, ont acquis la maîtrise de leur production bananière, le gouverneur de la province du Nord n’a pas mesuré ses éloges à l’égard de ses partenaires.  Des partenaires… C’est précisément de cela qu’il fut longuement question avec le président Kagame qui reprit devant son hôte l’un des leit motifs de ses discours : les Africains, sous le couvert de l’aide, n’ont reçu que trop de leçons et ils doivent désormais être traités sur une base d’égalité.
