Au Congo, comment aider les victimes de violences sexuelles

Nous célébrons aujourd'hui la journée internationale pour l'élimination de la violence faite aux femmes. Pourtant, il y a bien peu à célébrer: des millions de femmes dans le monde sont battues, violées, torturées, réduites à l'état d'esclavage, achetées et vendues. Il y a bien peu à célébrer également dans l'est du Congo où les hostilités ont repris et où le viol est depuis longtemps utilisé comme arme de guerre.

L'hôpital Panzi, à Bukavu, a vu des milliers de visages défiler dans ses couloirs. Grâce à la générosité des citoyens européens, une équipe de professionnels dévoués vient en aide aux victimes de violences sexuelles.

The afternoon is humid and hot, but the children in the Nhamacoa Rica school, Manica Province in the middle of Mozambique, sit straight in their benches in the classroom. They listen to a story about biology, how plants grow. Unlike last year, they can now watch movies about it too. 'The DVD with information about flora and fauna in Mozambique is a really good way to get the children to look further than their village,' says teacher Joaquim, who is also responsible for the curriculum in the school. 'In the weekend we also invite the children to watch movies about soccer because I want our school team to be the best of the district!'

Mozambique has been receiving General Budget Support (GBS) from international donors for 13 years. For the first time since 2004, Belgium has not committed funds in its new cooperation programme with Mozambique for the period 2013-2017.

The fact that a programme has been going on for 13 years can only be explained with some degree of satisfaction between the parties.

The briefing note describes emerging institutional mechanisms for realizing the right to food, ranging from constitutional protections in South Africa and Kenya, to the quest for right to food framework laws in Uganda, Malawi and Mozambique.
