Most of the world’s children now live in countries on track to meet the Millennium Development Goal of universal primary completion by 2015. Countries have indeed made great progress getting kids in school, but behind that progress is a problem: many children are hardly learning anything in school. Some measures of learning are just dismal. In India, for example, only about one-third of children in grade 5 can perform long division. Nearly one-half cannot read a grade 2 text, and one in five cannot follow a grade 1 text.

The Millennium Development Goals may not be perfect but they are simple and straightforward - qualities diplomats and others fear could be lost in the process of crafting new targets to replace the MDGs, which expire in 2015.U.N. Secretary-General Ban Ki-Moon underscored this on Tuesday in remarks to members of a high-level panel charged with working out what comes next. “We need a clear post-2015 development agenda - an agenda with shared responsibilities for all countries, with the fight against poverty at the fore and sustainable development at the core,” he said.

One thing we emphasized in the Karver/Kenny/Sumner paper on MDGs 2.0 was that the MDGs are far better remembered, and have been far more influential, than the rest of the Millennium Declaration from which they were drawn. We suggested that was because the MDGs were easy to understand, self-evidently important, numerical and time bound, and we called for any follow up goals to keep those vital features. That point seems to be widely agreed, and discussion over numbers in the post-2015 period is getting more specific.
