Controversial plans for the "export" of 283 Ugandan medics to the Caribbean have been halted after the foreign affairs ministry said most of those shortlisted were government employees and so ineligible.

Activists in the east African nation say the government is now scared after its plan to send doctors, nurses, midwives and other specialists to Trinidad and Tobago met fierce opposition.

Donors have also been critical of what has been branded a government-sanctioned brain-drain, with Belgium freezing 11 million euros ($12 million) in aid.

La Guinée et le Burkina Faso nouveaux partenaires de la Coopération belge au Développement

Le Conseil des ministres fédéral a avalisé aujourd'hui, sur proposition du vice-Premier et ministre de la Coopération au développement Alexander De Croo, une nouvelle liste de quatorze pays partenaires de la Coopération belge au Développement. La liste actuelle de pays partenaires était restée inchangée depuis 2004. Deux nouveaux partenaires font leur entrée : le Burkina Faso et la Guinée. Outre la nouvelle liste de pays partenaires, le gouvernement a également déterminé les organisations partenaires internationales de la coopération multilatérale.

Do international aid programs work? Many of us send money to an organization like Heifer International, Mercy Corps, or Oxfam.  Does the money these programs invest, either through direct aid, microloans, gifts of livestock, or other investment, improve the financial and psychological well-being of the recipients?

Le Maroc et la Belgique pour l’Afrique subsaharienne - La coopération triangulaire «bat son plein»

La coopération entre le Maroc et la Belgique en faveur du développement en Afrique subsaharienne “bat son plein” et se concentre particulièrement sur le transfert des connaissances et du savoir-faire, souligne le département belge de la Coopération au développement dans son rapport 2014.
Le Maroc et la Belgique ont signé en février 2014 une convention spécifique en vue de faire bénéficier plusieurs pays d’Afrique subsaharienne de l’expérience marocaine, rappelle le département belge dans son rapport annuel, publié vendredi. 
Cette convention est le prolongement d’un premier accord spécifique, conclu entre les deux Royaumes en 2007, sur le Fonds d’appui à la promotion de la coopération triangulaire qui vise à lutter contre la pauvreté et à améliorer les conditions de vie des populations des pays d’Afrique subsaharienne.

Owen Barder gave a brilliant lecture on complexity and development to my LSE students earlier this year. Afterwards, I asked him to dig deeper into the ‘so whats’ for aid agencies. The result is this elegant essay (a bit long for a blog, but who cares?). I will try and get some responses to his arguments from similarly large brains.

If economic development is a property of a complex adaptive system, as I’ve argued elsewhere, then what, if anything, can development agencies and NGOs do to accelerate it?
