L'association Plan Belgique s'est réjouie du vote. "Sur les 18 pays de coopération bilatérale belge, sept ont actuellement un taux de mariages d'enfants supérieur à 30%. Parmi lesquels le Niger, pays le plus affecté au monde par les mariages d'enfants, et la République démocratique du Congo, principal partenaire de la coopération belge. La négociation du nouveau 'Programme Indicatif de Coopération' avec le Niger démarrant cette année, le vote de la résolution parlementaire vient à point nommé pour permettre une avancée dans ce dossier", a-t-elle expliqué dans un communiqué. "A quelques jours seulement de la Journée internationale des femmes, c'est là une avancée bienvenue et décisive pour l'action internationale de notre pays", a-t-elle ajouté.

Depuis janvier 2015, l'Agence belge de développement (CTB) est à pied d'œuvre en Guinée-Conakry en vue d'y renforcer les soins de santé. Cette présence belge s'inscrit dans le cadre d'un projet européen (3,7 millions d'euros) censé aider, pendant une période de trois ans, le ministère guinéen de la Santé publique à offrir, dans les zones isolées aussi, des services de base de bonne qualité ainsi qu'à enrayer l'épidémie d'Ebola.

The Aid Industry

There has been growing media criticism of the aid industry in recent years. Some of this has been ideologically driven and some opportunistic but it also appears that journalists are more insistent on holding aid agencies to account than they have been in the past. This is a good thing but often the aid sector has appeared unduly defensive in the face of criticism. This report seeks to understand what a broad range of journalists – both specialists and generalists – think about aid and the agencies that deliver it. The criticisms are wide ranging but several themes emerge. There’s a consensus that the aid sector as a whole needs to be more open and transparent.  Since media reporting of the aid industry undoubtedly has a big influence on public opinion, it’s important that we take the views of journalists seriously. A better understanding of what journalists really think will also enable those working in the aid sector to deal more effectively with media criticism.

We need to focus on reformers, help donors change, and share what works

First, those calling for adaptive, entrepreneurial responses to development challenges remain a broad church – and that’s a good thing. It was great to see contributions from people in different countries, from different backgrounds, and – dare I say – even from different ideologies on what development is. There are clearly lots of interpretations of what we mean by #AdaptDev or ‘development entrepreneur’, but rather than getting stuck on the disagreements, people were able to provide some very practical examples and insights for what this looks like in practice. We need to keep this debate anchored on these practical illustrations of #AdaptDev, and the principles behind it, rather than striving for one fixed definition or agreement between all.

Getting to a model of country ownership in which most of the ideas emanate from developing countries themselves, where risks are managed through transparency rather than micromanagement and where countries are able to responsibly raise and manage their own resources, is a long-term project. While the end point may be one that most would agree on, the transition will be legally complex and politically difficult.
