On 16 October, the international community celebrated World Food Day. Figures released on the same day present a mixed reading. Although humanity has made substantial progress towards producing enough to feed itself, inequalities remain between different regions of the planet. The duality of the haves and have-nots as regards to enjoying the right to food is sheer reality. In fact, one in eight of seven billion amongst us goes to bed on an empty stomach. Needless to point out that most of the food-insecure are the small holding farmers in the ‘developing world’.

NOT in the short term. Stocks of grain and other foods are high, with another bumper harvest due in the northern hemisphere this year. Food prices have been dropping in real terms since a spike in 2011. The number of hungry people has been falling too, by 167 million in the past decade (according to the rough estimates used by the UN’s Food and Agriculture Organisation (FAO), chiefly thanks to progress in China and India. Yet that leaves nearly 800m, a third of which are in Africa. The UN reckons that one measure, “prevalence of undernourishment” has dropped from 18.6% of the world population in 1990–92 to 10.9% now. That broadly meets a target the world set itself in 2000, in the Millennium Development Goals.

As the Fund for Peace(FFP) releases its eleventh annual 2015 Fragile States Index, the spiral of state fragility, and the cycles of insecurity and poverty that come along with it, are exceedingly hard to break.

The Fragile States Index examines 178 countries, across 12 social, economic, and political indicators (and 100 sub-indicators) of pressures experienced by countries. The indicators assess state pressures such as Uneven Development, State Legitimacy, Group Grievance, and Human Rights. Each indicator is rated on a scale of 1-10, based on the analysis of over 40 million publicly available documents, additional quantitative data, and assessments by analysts. A high score indicates high pressure on the state and therefore a higher risk of instability.

The future of development – aid and beyond

Just over a year ago, in March 2014, UNU-WIDER published a report entitled: What do we know about aid as we approach 2015? It notes the many successes of aid in a variety of sectors, and that in order to remain relevant and effective beyond 2015 aid must learn to deal with, amongst other things, the new geography of poverty; the challenge of fragile states; and the provision of global public goods, including environmental protection.
