ON SEPTEMBER 1st, The Economist published an article looking at the debate over how and whether to help poor people living in middle-income countries. The article is here. Amongst other things, it looked at claims made by some development experts that middle-income countries do not need foreign aid to reduce poverty any more because they can look after their own poor people themselves.

The development industry needs an overhaul of strategy, not a change of language.International development is dying; people just don't buy it anymore. The West has been engaged in the project for more than six decades now, but the number of poor people in the world is growing, not shrinking, and inequality between rich and poor continues to widen instead of narrow. People know this, and they are abandoning the official story of development in droves. They no longer believe that foreign aid is some kind of silver bullet, that donating to charities will solve anything, or that Bono and Bill Gates can save the world.

One thing I didn’t have room for was the ideas I’m excited about, development projects that meet, at least partially, our outsized expectations of them. Here are two such ideas, and why I think projects like these—technical, slow, un-viral—are the future of development.

Big ideas are destroying international development.

It seemed like such a good idea at the time: A merry-go-round hooked up to a water pump. In rural sub-Saharan Africa, where children are plentiful but clean water is scarce, the PlayPump harnessed one to provide the other. Every time the kids spun around on the big colorful wheel, water filled an elevated tank a few yards away, providing fresh, clean water anyone in the village could use all day.

Een van de zaken die hen zorgen baart is de concentratie van de Belgische ontwikkelingssamenwerking op fragiele staten en post-conflictzones. Over de middeninkomenslanden wordt in het regeerakkoord met geen woord gerept. Nochtans leeft de meerderheid armen in deze landen, en is de ongelijkheid er enorm.

Vice-premier en minister van Ontwikkelingssamenwerking Alexander De Croo stelde vanmorgen (dinsdag 18 november) zijn visie op ontwikkelingssamenwerking voor. Hij wil de komende jaren stevig aan de boom schudden, maar belooft wel dat de besparingen voorlopig niet aan de financiering van de niet-gouvernementele organisaties zullen raken. Vanaf 2017 moet de ontwikkelingssamenwerking wel op een heel andere leest geschoeid zijn. MO* sprak met De Croo in de aanloop naar zijn parlementaire hearing.
