Boot camps were tried in the US and not only were they ineffective, but sometimes dangerous.  The private sector got rid of them after several preventable deaths.  Now, virtually all of those remaining are government programs with evidence showing they don't work.  It seems the basic principle is that punishment all too often backfires.  It sounds like New Zealand is looking at going through the same experience. -Lon

Teachers are like artists who are always intepreting their own work as it emerges. Hans-George Gadamer, Paul Ricouer, and John Caputo wrote extensively about the hermeneutic task.

Education is a 24/7 proposition that should not be conflated with school. Where they overlap is to educate means to lead children and youth. School is a formal and organized way in which we might learn. Grades are not a great indicator of whether we learn. Even an F suggests we learned something.

There is not. What we need are teachers, students, administrators, politicians, and community members sharing their experiences. Those closest to the classroom have to given a space for their voices to be heard. This means teachers and students have to be genuinely listened to.

PS it is not education reform we are looking for. It is school reform and transforming our schools. Education is a 24/7 phenomenon.
