A new bill seeks to clarify the standards used when deciding to execute intellectually disabled criminals.

It is hard to imagine anyone can read this and not see that the notion of being 'fit for execution ' is preposperous. If humanity values life than that should be reflected in everything we do. People with disabilities in jail is something you might expect to see in in the nineteenth century where there was no understanding of cognitive capacity or mental illness. On every front this article presents America as a backwoods nation.
