San Francisco leaders failed to pass a 45-day moratorium on market-rate housing production in the trendy Mission District on Tuesday, according to the Associated Press.

The city’s Board of Supervisors voted seven to four in favor of the moratorium, but the measure required nine votes to pass, the Associated Press reported.
