This article states that there is no worries when it comes to getting your stuff copyrighted from the Copyright Office. There is a major pro in this article where it states that the online Electric Copyright Registration system is still available for users to register works. This means that people can still register their stuff without too much worry because the courts have generally agreed that the copyright registration date of the work is the date of submission, not the date of official registration.

It seems everywhere we turn we come across a story in which the current US government shutdown is causing headaches for photographers in unusual ways.

There is not a pro (so-to-speak), but one of the good things that is being said in this artice is that people can still file their copyrights online. The downside to that is the fact that they will not be processed, nor will the registration take effect until after the offices re-open.
