All U.S. Department of Labor reports each month are watched like a hawk and hit wire services within minutes of their release.  No matter what the numbers, many waste no time with an analysis looking at the numbers through their own prism of workforce composition and placement. As has been the case in recent months, the numbers of temporary staffing jobs keeps rising while unemployment remains unchanged.  Temp job reports hit a record 2.68 million in May.  Many analyst continue see that  as employers trying to lighten the potential burden of ObamaCare's regulations and fines for failing to provide full-time workers health coverage.

 

Temp employment grew by 25,600, eclipsing the previous high seen in April 2000. In the past four months, the temp industry has added 99,000 jobs, a spurt that has outpaced the gains in every other sector, except the restaurant industry.

 

Unfortunately there is no measurement of the contribution of independent contract professional who don’t use a broker or marketer or agency to get billable hours.  This is hidden in the growing segment of employer headcount, which often is not counted.  These independent contractors are contracted by a procurement department or CXO as part of a large project with many tasks and milestones in a SoW.  Though we have been used to labeling Accenture, KMPG, PwC and others as the “outsourcing” resource, it is measure within the P&L as outside expenses rather than included in total labor costs of the enterprise.

                       

The reasons why this becomes an important issue is:

  1. Work is being redefined to the point of a project being in-sourced by a diverse and geographically dispersed series of “gig” fulfilled by a few full time employee, temp agency staffing, and independent contracted professionals or experts.  The outcomes are likely to be better than the “traditional” outsourcing model budgeted within IT, Procurement or Finance, because of a flatter organization with each participant’s pay and performance tied to the job/project meeting the objectives Just-in-Time (JIT)
  2. During the 90’s and into the 2000’s ERP software implementations were notorious of missing “go-live” dates and cost overruns.  Previously, business executives would add cost to the budget of outsourced IT or implementation projects because of the broad history of cost overruns from changes in scope, better know as scope creep, by both the buyer and the vendor. . HR and IT technologies now can incorporate various headcount types to monitor progress and cost in real-time.
  3. The movement to the “cloud” and SaaS computing is escalating.  Most are being justified by lower cost of ownership and lower IT resources to maintain more and more data.  Simple to use, pay as you go cloud based software can now be put together and easily customized to your industry and company requirements.
  4. Using quality independent experts, when and where you need them is more easily accomplished and monitored in near real-time.
  5. As 10,000 baby boomers per day become available for retirement benefits over the next two decades, the talent pool of expertise entering the “gig” economy will be more plentiful suggesting a more blended workforce could become the norm.  

 

The current trend in temp employment is no surprise because the temp agencies and staffing firms offers alternative ways to minimize ObamaCare's fines for small businesses with at least 50 full-time-equivalent workers.

Employers that do offer health coverage also can face fines, if that coverage doesn't meet ObamaCare's affordability and minimum value tests. In that case, employers will face a $3,000 penalty for each full-time worker who taps ObamaCare subsidies.

 

But if an employer uses temp, independent professionals and contractors for limited intervals, the rules are more favorable. Because virtual or temp-agency workers are on the job work a SoW contract for less than a year, won’t lead to a misclassification penalty.  Some temp-agency workers can still qualify as part-time under ObamaCare, even if they work full-time for up to six months (and perhaps longer).

 

There are two narratives here.  Is the rate of increase in temp agency workers to near record levels, even though unemployment remains high aiding the imbedding of acceptance of a new norm in under and unemployment thus driving up entitlement costs faster; or as baby boomer move out of full time employment will they shore up the skills gaps as independent contract professionals in the growing “gig” economy.
