With the Bangsamoro Peace Framework Agreement between the Moro Islamic Liberation Front (MILF) and the government having been signed, a Transition Commission will be drafting the bill for Congress.  The 40-year war hopefully will end and could mean recouping many lost opportunities in Mindanao

 

The poverty incidence in ARMM  increased from 30.5 percent in 1991 to 55.8 percent in 2012, a 25.3 percentage-points increase, based on NSCB data. All the other 16 regions, except Zamboanga Peninsula, posted declines, ranging from a low of 4.8 percentage-points for Eastern Visayas to a high of 20.7 percentage points in Cagayan Valley and 19.9 percentage points in the Cordillera Autonomous Region.

For businessmen, this is not a positive development for selling consumer and investment goods when half of the population has little purchasing power.

The Department of Trade and Industry NCR Area 1 has launched a shared service facility (SSF) to support the sewing project of Caritas Manila’s Social Entrepreneurship Program at St. Joseph Parish Gagalangin, Tondo.

 

 

The SSF consisting of 38 hi-speed sewing machines and 3 leather stitching machines was turned over to Caritas Manila on January 24, 2014. This is intended to expand the Caritas Sewing Project that was started in 2011 with the Manila Australian Embassy’s donation of 12 hi-speed sewing machines initially dedicated to San Pablo Apostol Parish Center in Magsaysay Village, Tondo, Manila, later to be shared with the Martha’s Vineyard Livelihood Center in Plainview, Mandaluyong City.

Mayors, not the Department of Agriculture (DA), are primarily responsible for raising farmer incomes.

This is because the Local Government Code transferred this responsibility from the DA to the Local Government Units (LGUs).

In an earlier commentary, we recommended that DA commodity programs should shift from emphasizing commodity production to focusing on the commodity farmer and his income. For example, the Philippine Coconut Authority (PCA) should not only look at coconut production, but also the coconut farmer’s income.

To get out of his poverty, the coconut farmer needs additional income from other non-coconut products.

Examples are intercropped coffee or cacao which will add another P100,000 to the measly annual P20,000 income per hectare, and honey bee production which will add an extra P50,000. Similarly, the DA rice program should include other activities such as mushroom growing and vermiculture as well as mungbean planting between the two harvest seasons. This will potentially add P225,000 to his annual P50,000-P60,000 net income, which is well below the P80,000 poverty threshold.

As the Wall Street Journal reported this week,⊃1; investor demand for socially responsible business practices is stronger than ever. (For more information about socially responsible investing, please visit www.AdvocacyInvesting.com.) This notable evolution is motivating more profitable enterprises to establish a nonprofit arm through which they conduct related charitable activities. Indeed, such arrangements can be advantageous to the for-profit company, the charitable organization, and the community and marketplace as a whole. However, when the parallel operations converge, blurred lines between nonprofit and for profit operations can create significant problems for both entities.

Take the educational publishing giant Pearson Inc., for example. Pearson, Inc. (“Pearson”) sells instructional content, assessment materials, and other products and services for profit to states and school districts throughout the United States and across the world. When the New York Attorney General’s Charities Bureau examined Pearson’s efforts to develop a suite of educational products through its nonprofit arm, Pearson Charitable Foundation (the “Foundation”), a corporate culture was revealed in which the lines between business and charity were often obscured, resulting in the Foundation paying a $7.7 million settlement to the attorney general in December 2013.
