The Federal Communications Commission (FCC) is gearing up for a monumental task: revamping the E-Rate program, which subsidizes broadband connectivity to connect schools and libraries across the US. As the rulemaking process gets underway, various stakeholders (including two FCC Commissioners) have laid out their own proposals, which differ widely in two key areas: funding and establishing national targets for connectivity.

 

In April, FCC Commissioner Jessica Rosenworcel proposed a substantial upgrade to the program--she calls it “E-Rate 2.0”--in order to help fund next-generation connectivity at schools and libraries across the country. Under both Rosenworcel’s plan and as part of President Obama’s recently-announced ConnectED initiative, the goal of the new E-Rate would be to provide gigabit speeds to 99 percent of schools by the end of the decade. The plan has been well-received by many educators, although questions remain about where additional funding could come from. Last week, FCC

Commissioner Ajit Pai laid out an alternate vision for E-Rate that focused largely on structural changes to the program.

 

Commissioner Pai emphasized a “student-centered approach” to reforming E-Rate, suggesting that excess bureaucracy and structural issues lie at the heart of E-Rate’s problems. While he highlighted several critical areas where the current program could be improved or streamlined, his proposal to overhaul the current funding structure of the program was arguably the most significant change he presented. At the same time, he challenged one of the central tenets of his FCC colleague’s proposal: that a gigabit of bandwidth per 1,000 students is an important target for schools.

 

The size of the E-Rate program was one key point of difference between the proposals. Without increasing the cap on E-Rate--a program which, as part of the Universal Service Fund, gets its money through contributions on consumer phone bills--Commissioner Pai has suggested that efficiencies in program administration and a redistribution of the current funding will suffice. He proposes a shift to per-pupil funding, with an additional “bump” for rural and low-income students; as he said at Tuesday’s event, “because we want a student-centered E-Rate program, we should divvy up the money on a per-student basis.”

 

A more equitable funding system is an important goal, but distributing E-Rate money on a per-pupil basis might not prove effective in achieving equitable service.

SETTING / CONTEXT

Every plot is surrounded by context.

From the DJ’s perspective, one of the most important things to be conscious of is the environment in which you’re playing. Before going on stage, take a minute to soak in the details. Look around you, take note of the clothes people are wearing, the drinks people are drinking, the smoke in the air, and the venue where you will be preforming. Take a look at the clock, strike up some conversations. These specific characteristics will help you in pinpointing the overall vibe of the show.

 

If you’re about to tell an entire audience of people a fantastic, meaningful story, you better be prepared to figure out how exactly you’re going to explain it to them. You might have a list of tracks ready to go, and while you appreciate those tracks you dug up, it doesn’t necessarily mean others will.

PRO-TIP: To avoid this, instead of thinking “Why don’t these people like my tracks?”, think of it more like“How might I introduce these tracks to people? How do I make them ‘get it’?”

And -- drum roll -- here's the second article for today on storytelling and leadership. Something must be in the air! Of the hundreds of articles I've looked at today, this and the other one on 'Complexity, Leadership and Storytelling' stand out.


The article starts out very predictably -- why storytelling is important for leaders. No news there.


But keep reading! Here is what I do like: the authors Robert McKee (famous scriptwriter) and Bronwyn Fryer (HBR Senior Editor) dig into the need for leadership stories to NOT be all sweetness and light. That to be truly effective, stories need to have a bit of the dark included. And they talk about this quite a bit in the article.


Without being depressing or pessimistic.


My only bone to pick (and yes, I'm picky picky) is that the article talks about persuasion when what they really mean is influence. Persuasion is more characterized as a KITA (kick-in-the-a...) or 'carrots and sticks' while influence is more about inspiring/empowering someone to take action. We are all masters of KITA. Influence is trickier. So when you go through this article, substitute 'influence' for 'persuasion' for a truer reading.


For better biz storytelling, follow McKee's advice here. Balance dark with the light. You will gain more influence.

I guess you can never have enough curating, in this digital age anything that can keep you up to date and help visibility is worth a try. I like the way the simplify everything. I'm not sure but even with all this info I still may feel like I'm missing something and go to the individual sites anyway. But to see what the landscape looks like in a quick view Qwant is pretty cool.
