"Digital Green builds and deploys information and communication technology to amplify the effectiveness of development efforts around the world to affect sustained, social change. The Digital Green system combines technology and social organization to improve the cost-effectiveness and broaden the community participation of existing agricultural extension systems. The unique components of the Digital Green system include (1) a participatory process for local video production, (2) a human-mediated instruction model for video dissemination and training, (3) a hardware and software technology platform for exchanging data in areas with limited Internet and electrical grid connectivity, and (4) an iterative model to progressively better address the needs and interests of the community with analytical tools and interactive phone-based feedback channels."

Boundary Objects to Guide Sustainable Technology-Supported Participatory Development for Poverty Alleviation in the Context of Digital Divides | Blake & Quiros Garzon, 2012 | ICT4D: ICT for Development | Scoop.it

There is a growing body of evidence to show that sound implementation of information and communications technologies (ICTs) can benefit development goals. However these benefits are still far from reaching those who are most impoverished. In part, this lack of effectiveness is attributed to a lack of clarity in the theory and practice of ICT for development (or ICT4D as it is commonly known). We have sought to address these concerns by reviewing a range of ‘boundary objects’ – conceptual frameworks and participation processes – that have been used to support sustainable development projects with multiple stakeholder interests. Using Sen’s ‘capability approach’ as an organizing principle, we have considered how these boundary objects can be combined to provide a comprehensive framework for sustainable technology-supported participatory development to alleviate poverty.

"In early June, the World Bank requested feedback on a draft document titled “Valuing Information: A framework for evaluating the impact of ICT programs.” This handbook, written by senior governance specialist Bjorn-Soren Gigler, draws from Amartya Sen’s “capabilities framework” for evaluating ICT programs. The framework asks ICT teams to think beyond simple macroeconomic development indicators as the desired outcomes of ICTD interventions. Instead, Gigler talks about Sen’s idea of development as freedom: the freedom of individuals and communities to determine what they value, to be able to work towards attaining their goals, and to access the resources, infrastructure, and information necessary to participate in local and global dialogues. Further, the handbook points out that in order to successfully expand local capabilities and achieve development goals, communities also need trusted intermediaries - for example, established local partner organizations - who can provide ongoing technical and social support."

Journal of Learning for Development New Journal from COL

COL is preparing to launch the Journal of Learning for Development. The new journal will provide a forum for the publication of research with a focus on innovation in learning, in particular but not exclusively open and distance learning, and its contribution to development. Content will include interventions that change social and/or economic relations, especially in terms of improving equity.

With a view to showcasing practical application to development contexts, the new e-journal will publish empirical research and case studies from researchers, scholars and practitioners, and will seek to engage a broad audience across that spectrum. It aims to encourage contributors starting their careers, as well as to publish the work of established and senior scholars from the Commonwealth and beyond.

Adam Blake's insight:

This should help bridge a key gap between research on ICT4D and on open and distance learning.

"This posting provides a brief introduction to new resources that have been added to the Learning for Sustainability (LfS) site - http://learningforsustainability.net/ - in the past few months. The LfS site highlights the wide range of social skills and processes that are needed to support constructive collaboration and development, and indicates how these skills and processes can be interwoven to achieve more integrated and effective outcomes. It brings links to several hundred annotated on-line resources from different sectors and geographic areas together in one easy to access place, and it concentrates on providing links to open access materials. The featured links in the site update newsletter are drawn from some of the new sections updated recently.

Direct links to these papers and pages are provided through the on-line update at http://learningforsustainability.net/newsletters/sep12.php. In particular the planning and evaluation section now has pages on each of theory of change, logic and outcomes modeling, and indicator development. In the reading section links are provided to some just released reports on theory of change, and to some recent papers reviewing lessons from a ten-year research project looking at integrated catchment management (ICM)."

 

**AB comment: The Learning for Sustainability site is not focused on ICT4D per se, but provides a huge range of resources to guide planning and evaluation of development projects, including those that draw on ICTs.

Overall objectives of the Peoples-uni

 

The goal

To contribute to improvements in the health of populations in low- to middle-income countries by building Public Health capacity via e-learning.

 

Objectives

Provide Public Health education for those working in low- to middle-income countries who would otherwise not be able to access such education, via Internet based e-learning;

Utilise a 'social model' of capacity building, with volunteer academic and support staff and Open Educational Resources available through the Internet, using a collaborative approach and modern Information and Communication Technology;

Offer education at the 'train the trainers' level, equivalent to that of a Masters degree, for those with prior educational and occupational experience;

The education will meet identified competences which help with the evidence based practice of Public Health and be action oriented, to assist in tackling major health problems facing the populations in which the students work;

Create an educational portfolio leading to the award of Certificate, Diploma and Masters of Public Health.

Established in 1972, the Barefoot College is a non-government organisation that has been providing basic services and solutions to problems in rural communities, with the objective of making them self-sufficient and sustainable. These ‘Barefoot solutions’ can be broadly categorised into solar energy, water, education, health care, rural handicrafts, people’s action, communication, women’s empowerment and wasteland development.
The College believes that for any rural development activity to be successful and sustainable, it must be based in the village as well as managed and owned by those whom it serves. Therefore, all Barefoot initiatives whether social, political or economic, are planned and implemented by a network of rural men and women who are known as ‘Barefoot Professionals’.

1. Invest some time to understand the problem and hear it directly from the concerned parties or communities.

2. Ask yourself: Is technology really needed here? Or is there a solution lying elsewhere?

3. Study what technologies are already lying around or have been used by “concerned parties” or communities and how they are currently using it.

4. Can your solution be built using existing technology that the people(“concerned parties” or community) already use? If not, try to spend a decent amount of time to find the answer to this question again. Chances are, it’s possible.

5. Keep in mind that your solution should require minimal (or no training) i.e. The focus should be on a lower barrier to entry & a decreased learning curve. [If answer to 4 is still no]

6. Build your solution in a way that you wouldn’t be needed at all after the implementation.
