The omnipresence of mobile phones, their ability to ease access to various services andlow cost of maintenance, make it rewarding for people to use them as tools for enabling citizen participation in policy debates, to improve service delivery and to provide access to various information and communication services that impact their socio-economic development.
The convergence of radio and mobile phones have increased the impact of citizen participation on social and economic development. Citizen participation is becoming a common phenomenon, which has also been adopted in the agricultural sector. One of the successful initiatives integrating citizen participation in agriculture through radio and mobile phone convergence is TRAC FM.
TRAC FM enables citizens to have a say through interactive radio-talk shows and SMS polls. The web platform enables citizens to participate in a meaningful public debate through interactive radio shows and SMS. Respondent data is enhanced with demographic data through mobile phone surveys. The data is used as feedback to gain in sight into public opinion, to promote awareness and to measure impact. With experience and innovation that has been built up on three years, over 24 radio stations have been connected since 2010.
In Uganda alone, over 60,000 people participated in radio polls using the TRAC FM platform. An example is an Agriculture Education drama with an entertaining spot called My Children. Broadcasted in six languages by ten radio stations in Uganda, reaching 350,000 households in 13 districts.
Citizen participation through radio and mobile phone convergence is a successful initiative that can be replicated in many other countries. It promotes public debate, raise awareness and helps to collect data. It uses a toll free number so that radio listeners are motivated to participated. The platform also helps stakeholders to assess listeners’ knowledge, attitudes and practices. The software for the platform is customizable and is therefore replicable. As Ambrose, a Radio Listener from Uganda puts it, TRAC FM makes them be part of the running of their society.
