The regulators (Glücksspielreferenten) in each of the 16 German states have written draft guidelines for the implementation of the new State Treaty on Gaming that will make internet gaming practically impossible.
The age verification laws would require players to attend a face-to-face meeting in a post office or similar institution and show his or her identification.
A similar provision existed in a previous version of the State Treaty in 2008. Tipp24 lost 80 per cent of its customers and state operators such as Lotto Bavaria saw 78 per cent of its players depart.
