London-based online payments provider Skrill Holdings Limited has signed a deal to acquire all of the assets of Internet prepaid voucher supplier Paysafecard.com Wertkarten AG.

 

Skrill, which was formerly known as Moneybookers until a rebranding in January of 2011, stated that the purchase will transform its offerings for merchants and end-users by ‘combining its industry-leading digital wallet service with prepaid solutions available in 31 countries’.

 

The acquisition, which is subject to regulatory approvals from the Austrian Finanzmarktaufsichtsbehorde and the UK Financial Services Authority as well as relevant merger control authorities, is the biggest in Skrill’s history and will see it welcome 150 new members of mostly Vienna-based staff to its organisation. ...

Most of the games don’t involve betting or real money, but they whet players’ appetite for gambling and familiarize them with casino brands. And they hope to promote those games, and ease people into real online gambling, via Facebook.

Zynga unveiled on Tuesday a new line up of games, including a sequel to the popular Farmville title, and announced plans to build a social network to get more people playing online games together across multiple devices.

 

The company made the announcements during its ‘Zynga Unleashed’ press event in San Francisco.

 

The new titles are part of Zynga’s dramatically refreshed product line, which includes a number of new games, enhancements to its gaming platform and a mobile strategy the company described as the biggest in its five-year history.

 

The additions are aimed at regaining momentum the company has lost since hitting a rough patch in June, when Zynga’s stock dropped to a low-point of $4.80 per share following an analyst report that its mobile strategy lagged behind rivals.

 

Among other new titles, Zynga unveiled its Farmville sequel – ‘Farmville 2’ – which builds on the original game’s farming simulation, but adds 3D graphics that allow players to view the world from different angles. ...

Breakaway German region Schleswig-Holstein is on the verge of issuing “four to six” more gambling licences, despite plans to overhaul its gambling laws, according to the new interior minister.

 

Andreas Breitner told local press over the weekend there was little he could do to stop officials printing another set of gambling licences to add to the existing seven.

 

“We currently have 42 applications, [and] some are ready for decision,” the interior minister said. “I expect another four to six licences will be issued.”

 

Breitner, part of the new Social Democrat-led coalition sworn in this month, said he had to respect the law and process started under his predecessors. ...

Doch so schnell geht das nicht. "Ich kann nur sagen: Vorsicht an der Bahnsteigkante. Auf das Land könnten nicht unerhebliche Probleme zukommen, wenn wir hier jetzt nicht mit der nötigen Sorgfalt vorgehen", stellte Innenminister Andreas Breitner (SPD) am Wochenende klar.

Denmark’s gambling watchdog will test its enforcement powers for the first time next week, with an injunction expected to be delivered on Tuesday ordering the blocking of 12 unlicensed gambling websites. 

 

The Danish Gambling Authority (DGA) expects the courts to grant an injunction ordering a leading Danish ISP to take blocking action against 12 gambling websites operated by companies which have not taken online gambling licences.

 

The DGA told GamblingCompliance that the decision, and list of 12 domain names that will be blocked, is expected to be published on Tuesday, June 26.

 

The regulator has not revealed who is on this list but Bet-at-Home and Betclic are thought to be named among those whose domains will be blocked.

 

The sanctions will be the first handed out by the Danish gambling watchdog since the new online gambling regime entered into force on January 1, 2012. ...

June 21 (Reuters) - Slot machine makers International GameTechnology and Bally Technologies Inc said theyhave been granted online gaming licenses in Nevada, paving theway for the companies to grab market share when U.S. internet gambling laws are relaxed.The U.S. Justice Department last year declared that only online betting on sporting contests is unlawful, which experts say will allow states to unilaterally legalize some forms of online gambling in 2012, from lotteries to poker.

 

IGT and Bally said in separate statements that the licenses would allow them to partner with Nevada's casinos to provide online poker and other interactive games through their machines.

Consulting firm H2 Gambling Capital has forecast that Internet betting operators will win more than $35 billion globally from gamblers this year. It estimates that for online poker, just 37 percent of an estimated 2011 total of nearly $5 billion took place within regulated markets.

Social games that mimic traditional casino pastimes like poker or slot machines have so far followed one broad guideline to avoid drifting into trouble with gambling regulators: let players put money in, but never get it out. But according to one mobile phone gambling company executive, that guideline is not enough to protect vulnerable consumers.

 

Some social games mimic real money gambling but return virtual chips at levels far beyond what would be paid out if the games were being played for cash, Probability chief executive officer Charles Cohen told GamblingCompliance.

That gives players a distorted view of what real gambling is like, and could lead to overconfidence, he said.

 

“It’s like you’re breaking the bank,’’ he said.

More subtly, because virtual chips cost the social gaming company nothing, the company can set win levels unrealistically high to encourage people to put more money into the game, he said.

MPs in the Bundestag approved an amendment to the 1922 Race betting and Lottery Act, or Rennwett- und Lotteriegesetz, just after 9pm last night.

 

In a busy 20-minute period, the bill, which passed the Bundestag’s finance committee Wednesday, was waved through alongside votes on dozens of different topics, ranging from human trafficking to forestry.

 

European Commission approval for the tax change which, as a finance measure has an abbreviated standstill period, is expected before the weekend.

 

The bill is crucial for setting the tax rates of Germany’s new Interstate Treaty on Gambling, signed by 15 out of 16 regions, which will license 20 betting firms but prohibit online casino and poker.

 

It also overrides the lower betting tax regime in the Schleswig-Holstein region, where seven firms have already received online betting licences, and ensures that from July 1 all betting by German customers is taxed at 5 percent...

The Swedish Gaming Board has announced that its Director General, Hakan Hallstedt, has been elected to replace Signe Birne as Chairman of the Gaming Regulators European Forum (GREF) for the next two year.

 

Established in 1989, GREF is a forum consisting of representatives from gaming regulatory authorities and organisations throughout Europe and allows these groups to exchange ideas and information on common issues.

Hallstedt was elected at GREF’s recent annual general meeting in Portugal while Birne is a member of Latvia’s Lotteries and Gambling Supervisory Inspection regulator.

“I am obviously very honoured to be elected Chairman,” said Hallstedt.

 

“I will now establish a future work programme together with the board to streamline our work. It is important to have a clear agenda as Europe's gambling regulations differ so much and interests do not always coincide.”

Schleswig-Holstein’s breakaway gambling regime came under further pressure yesterday when the rest of Germany’s regional parliaments passed their own Interstate Treaty on Gambling.

 

A wave of regional votes this week was enough to pass the new gambling treaty in 13 different regions and bring its overhaul of the German gambling market into force on July 1.

 

The landmark treaty will see Europe’s largest economy drop its four year-old internet gambling ban and allow state lotteries and 20 betting companies to operate online.

 

Armed with the new gambling laws, authorities in other states could now find it easier to ban online gambling companies using a Schleswig-Holstein licence, said Christoph Enaux, a lawyer at Olswang Berlin.

 

Enaux predicted a fresh round of court battles to resolve the “grey area”.

 

“The authorities will try to stop Schleswig-Holstein licensed operators from offering services in their states and Schleswig-Holstein licensees will try to fight it,” he added.

 

On Thursday Thuringia became the thirteenth German region to approve the gambling treaty — enough to ensure the new law comes into effect by the July 1 deadline. ...
