Humanitarian assistance is traditionally managed as a state-centric system, requiring aid agencies to cooperate with state authorities for the provision of relief to its citizens. While Common Article 3 of the Geneva Conventions authorizes an impartial humanitarian actor to offer its services to the parties to the conflict, international humanitarian law does not grant humanitarian agencies the legal right to enter a sovereign territory without the consent of the state.

News coverage of Afghanistan has focused almost entirely on the war, leaving much of the country’s population—particularly women and girls--out of the headlines. The news isn’t good: Afghanistan has one of the highest maternal mortality rates in the world; girls on their way to school risk being assaulted; and youth face persistent low-level violence in cities and the countryside. Bringing together experts from a diversity of disciplines and policy areas, this half-day conference will examine how women and youth have fared during a decade of conflict, and the challenges and opportunities that they face in Afghanistan's uncertain future. "This conflict is unbearably complex, with answers hard to come by and rightly debated. Yet while we ponder the rights and wrongs of arming the Free Syrian Army, talk of the red line that will be crossed with the use of chemical weapons and discuss the ramifications of intervention, it seems we are missing the one simple truth. Each day, innocent civilians are being killed, maimed and forced into a refugee’s life. We should prioritise their protection and support without debate"

In the year 2008, for the first time in history, more than half of the world’s population was living in urban areas. Cities have become more numerous, more populous, and denser. The complexity and density of urban environments significantly alter the viability of certain humanitarian protection strategies that might work well in rural, more sparsely populated areas. In addition, it has become difficult to draw the line between acute and chronic vulnerability and therefore, the identification of beneficiaries.

The joint Third World Conference on Humanitarian Studies(WCHS) and Third Istanbul Human Security Conferencewill be held 24-27 October 2013 in Istanbul. This is an exciting opportunity for PHAP members and colleagues to take part in a community-wide discussion on the topic of human security

PHAP members and Secretariat staff participated in the last WCHS in June 2011, which was hosted by the Feinstein International Studies Center at Tufts University and brought together hundreds of practitioners, policy makers, and academics from leading government agencies, NGOs, and academic institutions  It was an enriching experience, with myriad opportunities to discuss critical issues facing the humanitarian sector and to make new professional connections. We look forward to an equally valuable experience at the upcoming 2013 edition.

Agreement formalises relationship between Ireland and World Food Programme

The Government has signed a three-year strategic partnership agreement with the UN World Food Programme, the world's largest humanitarian agency.

The agreement will see a minimum contribution of €7 million a year from the Department of Agriculture, Food and the Marine, but also continued funding in response to humanitarian emergences from the Department of Foreign Affairs and Trade.

Japan’s bid to join negotiations for the Trans-Pacific Partnership trade agreement may make it easier for the nation to import U.S. liquefied natural gas, a prospect that is raising the hackles of environmental groups.
Eric K. Noji, M.D.'s insight:

If Japan were to become a free-trade agreement country — with natural gas act treatment — “it would give Japan access to U.S. exports from the United States,” Octavio Simoes, president of LNG operations at Sempra Energy, said in an interview.  Joining the talks doesn’t mean access to Japan will automatically open for exporters because an accord would have to include natural gas and requires congressional approval, he said. By itself, Japan entering the talks “doesn’t really do anything,” he said. The Sierra Club’s Solomon said U.S. negotiators have shown no inclination to exclude gas from any agreement.
