European researchers can perhaps be thankful for one thing about last week's European Union budget negotiations: The participants were unable to strike a deal. That may only delay bad news, however. The latest proposals for the innovation budget, which includes research and education funding, cut as much as 15% from the €164 billion proposed last year by the European Commission, the E.U. executive branch. And E.U. research leaders aren't optimistic they'll do much better by the time budget negotiations actually end, which may now be next year. Europe’s top research universities are pushing for more structured forms of student mobility, to build on the achievements of the Erasmus exchange programme, which they say is reaching its limits. Newer forms of ‘networked’ and ‘embedded’ student mobility are needed.

These forms of student mobility will be costly and will possibly require difficult decisions and commitments from institutions, governments and the European Commission, says the League of European Research Universities, or LERU, which represents the top 21 research-intensive universities in Europe. Calls to protect EU research and exchange funding

Universities and individuals – who have been signing a petition at a rate of 4,000 a day – have called on Europe’s political leaders to protect the Horizon 2020 research and Erasmus for All exchange initiatives at an upcoming European Council budget summit.

Heads of state are due to discuss the long-term budget for 2014-20 and Multi-annual Financial Framework research organisation on 22-23 November, following a call of the Cypriotic chair of the European Union (EU) to adjust budgets downwards. Modernising higher education and the workforce

Higher education is a powerful driver of long-term growth. Evidence shows that economies with higher numbers of graduates in their population also have higher economic growth.

 

In other words, as well as being a profitable choice for the individual, investment in higher education is profitable for the economy as a whole and its capacity to improve living conditions.

 

Europe needs to expand the number of people who have qualifications at higher levels. While the number of low-skilled posts in the European economy is predicted to decline by around 20% in the decade up to 2020 and medium-skill jobs will increase by 5%, demand for higher education graduates is set to increase by 20%. European Students demand secure funding for the Education and Youth programmes of 2014-2020 | Higher Education and academic research | Scoop.it

AEGEE (European Students’ Forum), ESN (Erasmus Student Network) and ESU (European Student Union), Europe’s biggest student organisations, representing more than 11 million students and 30.000 volunteers from 47 countries, call upon the European Union decision-makers for adequate support to education and youth programmes in the budget negotiations under the Multiannual Financial Framework 2014-2010.

As representative student organisations, we fully support the European Commission proposal to increase funding for education, training, youth and sport programmes to 19 billion EUR over 7 years. We believe that it is the minimum amount required to achieve the objective of sustainable growth and jobs, as agreed in the EU2020 Strategy. (...)

Talks under way to rescue Erasmus student exchange programme

Last-minute efforts are under way to rescue the European Union’s Erasmus student exchange programme, which has been threatened – along with other EU activities – by budget cuts ordered by the EU Council of Ministers.

The key date is 9 November, when representatives of the council will conclude 21 days of negotiations with delegates from the European parliament in a ‘conciliation council’ to see if funding can be restored. (..) - University World News
