In dramatic statement, European leaders call for ‘immediate’ open access to all scientific papers by 2020

In dramatic statement, European leaders call for ‘immediate’ open access to all scientific papers by 2020 | Higher Education and academic research | Scoop.it

Observers are skeptical goal can be achieved.

In what European science chief Carlos Moedas calls a "life-changing" move, E.U. member states today agreed on an ambitious new open-access (OA) target. All scientific papers should be freely available by 2020, the Competitiveness Council—a gathering of ministers of science, innovation, trade, and industry—concluded after a 2-day meeting in Brussels. But some observers are warning that the goal will be difficult to achieve. (...) - Science, by Martin Enserink, May 27 2016

Venezuela: les professeurs d'université en grève - Amériques - RFI | Higher Education and academic research | Scoop.it
(...) - RFI, par Julien Gonzalez, 25/05/2016

NSF director unveils big ideas

France Córdova, the director of the National Science Foundation (NSF) in Arlington, Virginia, has unveiled a research agenda intended to both shape the agency's next few decades and win over the next U.S. president and Congress. The nine "big ideas" she presented last week to the National Science Board are meant to illustrate how increased support for the type of basic research that NSF funds can help answer pressing societal problems. They range from how humans interact with technology to how climate change in the polar regions will impact the global economy, environment, and culture. Córdova admits that it's unusual for a federal agency to talk publicly about its long-range budget plans. But she is betting that touting the agency's capabilities during an election year will pay dividends after voters have chosen a successor to President Barack Obama.  (....) - Science, by Jeffrey Mervis, 13 May 2016

We wish to highlight the stark contrast between the hardship in Italy's publicly funded research community (see G. Academia is moving towards more part-time positions, and fewer tenured ones.

The number of US faculty members who have tenure or are on the tenure track is falling, according to a report by the American Association of University Professors in Washington DC. Three strikes and research is out

After 14 years in pharmaceutical discovery research, the first day of my new career in project management was disorienting. I was still at the company where I had been working as a researcher, but now my office was on the opposite side of the building. It had taken me a long time, and a lot of fits and starts, to get here. Between graduate school and two postdocs, I had spent nearly 12 years preparing for a career in pharmaceutical research, and I was reluctant to leave it. But after giving research three chances, I decided that it was time to explore a different path. Now, two-and-a-half years later, I don't regret my decision to leave the lab, and I am enjoying this second act of my career. (...) - Science, by Michael Orsini, 27 May 2016

A Culture of Speed: Anticipation, Acceleration and Individualization in Academic Science. | Higher Education and academic research | Scoop.it
Ruth Müller draws attention to the social and epistemic effects of a culture of speed in academia. Her research looks at how this wider culture has produced in particular two modes of being and relating for researchers: anticipatory acceleration and latent individualization. These modes could have significant effects on the type of research questions explored and on scientific networks of collaboration. To whose benefit is it that we are racing? Science gets little attention in Australian budget

Science gets little attention in Australian budget | Higher Education and academic research | Scoop.it

Scientists are pleased there are apparently no further cuts.

Blink and you missed it. Science got barely a mention in Australia’s 2016–17 federal budget released yesterday. Total spending won’t be known until someone tallies the line items scattered across government departments. But there is little to suggest any recovery from the $2.2 billion decline in support for science, innovation, and research since 2014. It was “no surprise that there is little new for science in [the] budget,” says Catriona Jackson, CEO of Science and Technology Australia in Canberra, the country’s top scientific society. Dutch push for a quantum leap in open access .

One of the perks of holding the rotating presidency of the European Union is that it gives a member state a 6-month megaphone to promote its favorite policy ideas. For the Netherlands, which took over the presidency on 1 January, one surprising priority is open access (OA) to the scientific literature. Last week, the Dutch government held a 2-day meeting here in which European policymakers, research funders, librarians, and publishers discussed how to advance OA. The meeting produced an Amsterdam Call to Action that included the ambition to make all new papers published in the European Union freely available by 2020.
