États-Unis : Barack Obama veut consacrer un milliard de dollars à la création de 15 instituts d'innovation industrielle
L'administration des États-Unis annonce jeudi 9 mai 2013 le lancement d'un appel d'offres pour créer trois nouveaux instituts d'innovation industriels « avec un investissement fédéral de 200 millions de dollars (154 millions d'euros) par le biais de cinq agences fédérales – défense, énergie, commerce, Nasa et NSF ». Cette annonce, faite par le président Barack Obama dans son discours sur l'État de l'Union, doit « mettre à profit le succès initial d'un institut pilote » basé à Youngstown dans l'Ohio. « Le président continuera à appeler le Congrès à adopter sa proposition d'investissement ponctuel d'un milliard de dollars (771 millions d'euros) pour créer un réseau de quinze instituts d'innovation industriels à travers le pays », précise la Maison Blanche. After 2 years of flogging the need to transform Canada's National Research Council (NRC) into a toolbox for industry, the Conservative government announced today that the 97-year-old agency is "open for business" under its new philosophy. "If Canada is going to continue to compete internationally, we must do it through new ideas, new products, and opening new markets. The traditional peer-review process is not a 100% reliable filter, argues journal editor Rolf Zwaan. It is foolish to view the published result as the only thing that counts simply because it was published. Replication and community-based review are two tools at our disposal for continuously checking the structural integrity of research. L'innovation en Europe souffre d'un financement de la R&D « dominé par les fonds publics » (Ernst & Young)
« Il est hors de doute que le financement public de la recherche et du développement est resté le mode dominant de financement dans l'UE, et ceci - sur la foi des données disponibles - semble être une partie du problème de l'innovation de l'Europe. » C'est le constat que dresse le cabinet de conseil Ernst & Young dans un sondage intitulé « Faire avancer l'Europe, innover pour un avenir prospère », rendu public le 23 avril 2013. Pour le réaliser, « 680 chefs d'entreprises européens » ont été interrogés, précise le cabinet sans donner plus de détails. « Les données confirment que les pays où les dépenses de R&D du secteur privé sont significatives comparées à celles du secteur public ont les meilleurs résultats en innovation », indique Ernst & Young qui cite notamment l'exemple des pays scandinaves. Par ailleurs, 74 % des chefs d'entreprises interrogés pour cette étude estiment que « les dépenses du secteur privé apportent une contribution significative à l'innovation scientifique et technologique de leur pays » - contre 66 % dans la précédente édition de l'étude. Dozens of colleges and universities -- many of them among the elites -- have rushed to offer massive open online courses. Top foundations back the effort. The American Council on Education has moved quickly to certify some of the courses as credit-worthy. Many other colleges are considering plans to award credit for MOOCs or to use them in instruction. You could say Jim Watson had an ideal postdoc experience. Sixty years ago, when he was still in his 20s, he was a postdoc in the Cavendish Lab at the University of Cambridge when he played a central role in one of the biggest discoveries of the 20th century. Along with Francis Crick, he co-authored the Nature papers in 1953 that proposed the double-helical structure of DNA and outlined a potential mechanism for how that structure could allow DNA to self-replicate. Academic publishing and open access alternatives to the subscription-based system were discussed last week in front of the Business, Innovation and Skills (BIS) Parliamentary Select Committee. Ann McKechin MP shares her thoughts on the discussion. At best, large publishers like Elsevier are not being transparent with their customers. At worst, their behaviour could be construed as anti-competitive, with all the serious repercussions that holds. But the future of open access as a viable alternative will ultimately depend on how well universities and academics take up this issue themselves. Croatia's investment in science from 2005-2011 as a percentage of GDP has dropped, singling it out in the EU, according to the 'Science, technology and innovation in Europe - 2013 edition' report published by the European Commission this month (12 April). The dreaded brain drain from the Western Balkans may actually be good for development, according to a report which finds that most students emigrate only to return more educated within five years, bringing back newly acquired skills. The University of Windsor sits just across the Canadian border from Detroit, yet Americans make up just 82 of its nearly 2,000 international students. So the Canadian institution is trying to woo those south of the border, by cutting its tuition in half for Americans, the CBC reported. Under the policy change late last month, American students will pay $5,000 a semester, down from the current $10,000 and significantly less than the $15,000 some international students pay. "The international relationship we have with folks right across the river is much different than the relationship we have with [other] countries around the world," Windsor's president, Alan Wildeman, told the CBC. Dear Editor, I carefully read your announcement regarding your Special Issue related to austerity in Southern Europe that keeps the young and older scientists here in Italy in a discouragingly sad position. The mind of young researchers in Italy emigration is the only way out. This kind of brain drain is harmful to this beautiful country. Many young researchers after many years of dedicated life as scientists had to stop working due to lack of funds or cut in their project financing. Government cut more than 60% of the research budget. It is ridiculous that, even under this difficult situation, there is also a further request to remove 10% from project funds. Europe’s top research universities are pushing for more structured forms of student mobility, to build on the achievements of the Erasmus exchange programme, which they say is reaching its limits. Newer forms of ‘networked’ and ‘embedded’ student mobility are needed.
