El enfoque del Gobierno Abierto sin una perspectiva estratégica no es nada más que acciones puntuales que con el paso del tiempo quedan atrás. Más allá de la perspectiva del front office, donde los principios de transparencia, colaboración o participación han sido especialmente asociados a la interacción con la ciudadanía, la implementación real del gobierno abierto requiere especialmente de políticas públicas aplicadas a elementos clave también desde el back office (sistemas de información, procesos, colaboración interinstitucional, etc) y que serán fundamentales para conseguir ir más allá de las modas, y pensar ya en la próxima etapa de forma sostenida. Esta ponencia aborda la perspectiva estratégica del Open Government desde el back office, especialmente en el contexto de la Smart City, donde elementos como Redes Neuronales, Green IT, Big Data, Smart Grid o Cloud Computing, son abordados como clave.

UN General Assembly Plenary Adopts "Right to Privacy in the Digital Age" Resolution - IEEE Computer Society e-Government | Government as a Platform | Scoop.it

By the terms of that text, the Assembly established, for the first time, that "human rights should prevail irrespective of the medium, and therefore the need for protection both offline and online". General Assembly calls upon Member States to "review their procedures, practices and legislation on the surveillance of communications, their interception and collection of personal data, including mass surveillance, with a view to upholding the right to privacy by ensuring the full and effective implementation of all relevant obligations under international human rights law".

This document has been adopted by UN some days later of publication of the Report and Recommendations of The US President’s Review Group on Intelligence and Communications Technologies.

Transparency is often uncomfortable for governments, as Cabinet Office minister Francis Maude acknowledged in an opinion piece for the Public Leaders Network in 2012, when the UK took over as co-chair of the OGP. Transparency, said Maude, "is taking governments squarely outside of their comfort zone", but should be embraced, not resisted. He noted the passion and commitment from countries across the world to the principles of accountability and transparency. "There is," he said, "absolutely no turning back".

I think any government would be scared about a more open decision making process and ideas. The fact that it would almost be vulnerable and open like it says is scary to anyone. I think it's a good idea though because I believe that the government and its people would be brought closer together and things would run a little more smoothly.

The initiative led by the Federal Data Processing Service (SERPRO) will offer an infrastructure-as-a-service (IaaS), platform-as-a-service (PaaS), and software-as-a-service (SaaS) portfolio — however, only IaaS, based on the open-source cloud platform OpenStack, will be available initially. According to SERPRO, the software-as-a-service offering will be based on Red Hat technology and is currently being tested.

En este artículo, ponemos de manifiesto la importancia del proceso de creación de leyes como un elemento que también puede ser indicador de la apertura real de un gobierno. Así, focalizados en el proceso relativo a la creación de las leyes, presentamos una llamada de atención sobre hechos que bien podrían cuestionar las líneas de trabajo de un Estado –en teoría- comprometido con la Alianza para el Gobierno Abierto (OGP).


Si en lo más obvio además de producirse agravios a la separación de poderes, el Estado deja de observar los dictados y normas aprobados y acordados en el ámbito del Derecho Internacional ¿puede decirse que ese Estado tenga intención real de seguir la senda de la Alianza para el Gobierno Abierto?

I thought that this article was very interesting, and I applaud the Obama administration for striving towards a more transparent government.  I think that it is very hard as citizens to understand everything that the government is doing and how these things affect our everyday lives.  Hopefully, plans like this one will make it easier for citizens to be more aware of what's happening in the white house.  However, I did find this article to be pretty biased.  It is a .gov site, so I obviously expected it to be very pro government, but it seemed a little too good to be true.  I do think that this National Action plan could be very good, but I'm not quite as confident in its success as the author of the article is.

This article talks about how President Obama is trying to make the government better so everyone it applies to everyone in the U.S. I think this would be good because more people wouldn't disagree with it and would follow it.
