IEEE SA - P2302 - Standard for Intercloud Interoperability and Federation (SIIF)

This standard defines topology, functions, and governance for cloud-to-cloud interoperability and federation. Topological elements include clouds, roots, exchanges (which mediate governance between clouds), and gateways (which mediate data exchange between clouds). Functional elements include name spaces, presence, messaging, resource ontologies (including standardized units of measurement), and trust infrastructure. Governance elements include registration, geo-independence, trust anchor, and potentially compliance and audit. T

European Union: Cloud computing: building a European cloud partnership - Neelie Kroes

The cloud has the capacity to make lives easier for many of us, including the smallest of businesses. But to achieve that requires us to take many different policy areas and really test them to make sure they are as cloud-compatible as they can be. So these elements, and more besides, will all be appearing in our comprehensive cloud strategy – due out before the summer.

Standard for Thesauri and Interoperability Published

NKOS recently reported that ISO 25964-1, the new international standard for thesauri and interoperability, has recently been published and supersedes the well-worn ISO 2788 and ISO 5964. We learned of this in the press release titled “New international thesaurus standard published,” found on the NKOS site.

The full title is Information and documentation -- Thesauri and interoperability with other vocabularies -- Part 1: Thesauri for information retrieval. As well as covering monolingual and multilingual thesauri, it addresses 21st-century needs for data sharing and is another step in support of the Semantic Web.

Best Practices in Shared Service Cloud Design | Government Cloud Computing

Cloud Computing is the ideal technology to underpin this shift, not just because it offers the core tool of virtualization to enable sharing of infrastructure, but also because ‘Enterprise Cloud Providers‘ will emerge to fill the role of the shared service provider and through making the right investments will help facilitate and accelerate this outsourcing trend.

Can One Trust Government as a Cloud Provider?

While sharing solutions and aggregating buying power to be more effective in the market is a great idea, I remain skeptical about why a government entity should venture into the technology service provider space, unless its core business “is” to provide technology services.

Cloud First Comes Second for Federal IT Managers

There’s also clearly a disconnect between what federal agencies want and need, and what cloud vendors can provide. SafeGov.org believes there should be “more pragmatic” approach to cloud migration mandates. Given an extended time frame, cloud services are bound to mature, and subsequently, the OMB’s initial mandate can be met, but likely at a later date.

Technological e-Government Interoperability. An Analysis of IberoAmerican Countries

"This work is the result of the consultation, carried out by the authors in 2010, as a result of the exploratory field work that was conducted in order to shape the so-called Iberoamerican Interoperability Framework (Marco Iberoamericano de Interoperabilidad MII), promoted by the Latin American Centre of Administration for Development (Centro Latinoamericano de Administración para el Desarrollo CLAD). In particular, the article presents several data related to technological issues and, therefore, to the technical and semantic dimensions of interoperability. It looks deeply into important themes such as data and information, semantics, open software, regulation, or security. Finally, it presents the authors' reflections on how to enhance technical interoperability in the region."
